PURPOSE OF THE UNIT STANDARD 
This Unit Standard deals with the National Health Policy and the implications for medical schemes, and wealth management. It will add value to Medical Scheme Administrators, Intermediaries, Product Developers, Co-ordinators of Medical Schemes, Financial Call Centre Agents, Internal Marketers, Scheme Administrators who target Employers and Trade Unions, learners in Corporate Relations and Marketing Departments, Fund Managers, Trainee Financial Planners, Trustees and Principal Officers of medical schemes.

The qualifying learner is capable of:
  • Explaining the purpose and implications of the National Health Act for South Africa.
  • Interpreting the impact of Government Policy on medical schemes.
  • Analysing the potential impact of National Health Policy on stakeholders.
  • Analysing the implications of National Health Policy for benefit design.

  • Key stakeholders include, but are not limited to, state and non-state medical scheme administrators, hospitals, professional practitioners, suppliers of pharmaceuticals, and other consumables, suppliers of equipment, intermediaries, employers and members of medical schemes.
  • Disenfranchised stakeholders include, but are not limited to, pensioners, uncovered, unemployed, self employed and low income individuals.

    The relationship between current legislation and the South African National Health Act is explained with examples.

    The roles and purposes of the Minister, Department of Health and the Regulatory Authority are explained in terms of implementation. 

    SPECIFIC OUTCOME 2 
    Interpret the impact of National Health Policy on medical schemes. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The roles of prescribed minimum benefits and the risk equalisation fund in giving effect to the objectives of the National Health Policy are explained with examples. 

    ASSESSMENT CRITERION 2 
    The implications of the introduction of the National Health Policy are explained in terms of migration of members between private medical schemes and the provision of healthcare by the State. 

    ASSESSMENT CRITERION 3 
    The influence of current legislation on access, affordability, equity and quality of healthcare is discussed with examples. 

    SPECIFIC OUTCOME 3 
    Analyse the impact of National Health Policy on stakeholders.

    The key stakeholders affected by National Health Policy are named and an indication is given of the advantages and disadvantages for each.

    ASSESSMENT CRITERION 1 
    The implications of National Health Policy for employers are explained with reference to prescribed minimum benefits, changes to employer subsidy, tax subsidy and flexibility in the choice of medical scheme options. 

    ASSESSMENT CRITERION 2 
    The implications of National Health policy for medical scheme benefit design is explored in terms of scope of benefits, convenience, preferred provider, access to new technology and existence of quality standards. 

    ASSESSMENT CRITERION 3 
    Issues of beneficiary entitlement arising out of prescribed minimum benefit legislation are discussed with reference to rights under the South African Constitution.
