PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for elected political leaders and public sector officials involved with the service delivery activities at a strategic level and require the use of public assets to render services to the communities. This Unit Standard contributes to the development of management skills of South Africa's political executives, strategic executive managers and other role-players contributing to the development of improved service delivery to communities. The qualifying learner will be able to apply the appropriate knowledge, skills and underlying abilities of leadership in supporting leadership teams in a public sector organisation to achieve overall service delivery objectives. The individual learner will contribute to the improvement in the service delivery of his/her organisation and the overall public sector.

The qualifying learner is capable of:
  • Participating in formulation and communication of organizational vision, purpose, principles and values.
  • Examining and clarifying concepts and issues in relation to overall government strategy, objectives and priorities.
  • Identifying priorities and initiating actions to achieve objectives.
  • Initiating actions to position the public sector organisation to respond to changes in the environment. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    All learners accessing this qualification must be in possession of a NQF Level 5 Public Administration Higher Education and Training Certificate or equivalent qualification. The learner must also be competent in Public Sector Strategic Management and Leadership at NQF Level 5.

    Overall public sector organisational values are defined in line with overall public sector strategy, philosophy, service delivery and Batho Pele principles. 

    ASSESSMENT CRITERION 4 
    Organisational purpose and mission is articulated to teams and a plan discussed for integration of purpose, mission and related values to be implemented in respective teams based on specific service delivery objectives. 

    ASSESSMENT CRITERION 5 
    Communication principles and values that guide organisational direction are developed according to public sector protocols and Batho Pele principles. 

    SPECIFIC OUTCOME 2 
    Examine and clarify concepts and issues in relation to overall Government strategy, objectives, and priorities.

    Government strategic priorities are analysed and their impact clarified in line with the purpose and direction of the organisation.

    Organisation purpose and direction are assessed in relation to coherence with Government strategic priorities.

    Awareness of Government strategic initiatives is maintained through internal and external consultation and communication channels, and potential issues are identified in relation to organisation strategy and plans. 

    ASSESSMENT CRITERION 4 
    Policy concepts, issues, and priorities are defined, and implications are identified in relation to organisation operations. 

    ASSESSMENT CRITERION 5 
    Consultation and communication networks are maintained within the organisation to inform individuals and groups of strategy and policy intentions and implications.

    Evaluation of information generated from strategic analysis is used to identify priorities and formulate actions to position the organisation to be proactive in meeting environmental conditions. 

    ASSESSMENT CRITERION 4 
    Actions developed from strategic analysis translate strategic considerations into logical steps and time frames consistent with the achievement of objectives.

    Post planning processes are developed to verify strategic issues with external networks and advisers in accordance with organisational objectives.

    Post planning strategies are developed to position the organisation to anticipate and respond rapidly to issues and factors shaping the political and operational environment in accordance with organisational objectives. 

    ASSESSMENT CRITERION 3 
    Internal and external forums and networks are developed to monitor, assess, and test changes in the political and operational environment to build and maintain a strategic perspective. 

    ASSESSMENT CRITERION 4 
    Relevant reporting protocols to provide feedback to relevant stakeholders in relation to changes required to support service delivery improvement based on environmental analyses are implemented in implemented in line with public sector reporting protocols.
