PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for elected political leaders and public sector officials involved with the service delivery activities at a strategic level and require the use of public assets to render services to the communities. This unit standard contributes to the development of management skills of South Africa's political executives, strategic executive managers and other role-players contributing to the development of improved service delivery to communities. The qualifying learner will be able to apply the appropriate knowledge, skills and underlying abilities of ensuring that a learning culture is instilled within a public sector organisation.

The qualifying learner is capable of:
  • Promoting the importance of knowledge within the public service through effective communication and liaison.
  • Creating a knowledge-enabling environment.
  • Motivating others to share and transfer knowledge.
  • Modifying the organisation's behaviour proactively to keep up with the latest knowledge management developments. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    All learners accessing this qualification must be in possession of a NQF Level 5 Public Administration Higher Education and Training Certificate or equivalent qualification.

    Strategies to encourage information sharing within and across departments/teams are designed and implemented within existent organisational operations. 

    ASSESSMENT CRITERION 3 
    Mechanisms for the efficient utilisation of experts within the organisation are identified and included in the organizational performance systems (e.g. construction of teams, allocation of people to projects).

    Modify the organisations behaviour pro-actively to keep up with the latest knowledge management developments.

    Risks, drawbacks and problems with the current knowledge management system are identified and measures for improvement are developed in consultation with other stakeholders.

    Standards and processes to meet future knowledge management requirements are developed and communicated to users according to organisational practice.

    Benchmarking is conducted against other organisations and international public sector organisations to determine how cultures of learning and knowledge management related thereto are implemented and learning culture modified accordingly where relevant.
