PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for elected political leaders and public sector officials involved with the service delivery activities at a strategic level and require the use of public assets to render services to the communities. This Unit Standard contributes to the development of management skills of South Africa's political executives, strategic executive managers and other role-players contributing to the development of improved service delivery to communities. The qualifying learner will be able to apply the appropriate knowledge, skills and underlying abilities of managing tender procurement processes in order to enhance overall service delivery within the public sector.

The qualifying learner is capable of:
  • Preparing to initiate the tender procurement process.
  • Managing the pre-tender procurement procedures.
  • Managing the tender procurement procedures.
  • Establishing proactive communication with all roleplayers of the tender procurement process. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    All learners accessing this qualification must be in possession of a NQF Level 5 Public Administration Higher Education and Training Certificate or equivalent qualification. The learner must also be competent in Public Sector supply chain requirements as stipulated on NQF level 5.

    ASSESSMENT CRITERION 1 
    The relevant legislation related to public service tender procurement is explained in the South African context. 

    ASSESSMENT CRITERION 2 
    The departmental/organisational guidelines, policies and procedures are explained with appropriate references. 

    ASSESSMENT CRITERION 3 
    The appropriate tender procurement strategy is applied to suit the services and/or products required according to organisational procedures. 

    ASSESSMENT CRITERION 4 
    Approval for the tender procurement strategy is obtained and the process is initiated according to the departmental/organisational procedures. 

    SPECIFIC OUTCOME 2 
    Manage the pre-tender procurement procedures.

    The tender committee is established and Funding availability is confirmed in accordance with the departmental/organisational budget and procedures.

    Short-listed suppliers/service providers are identified and confirmed according to relevant guidelines.

    Suitable procurement systems are assessed and selected according to departmental guidelines.

    The preparation of the relevant documentation for all role-players involved in the procurement process is managed as per departmental/organisational requirements.

    The process of issuing the invitations to tender is managed according to the relevant departmental/organisational processes and procedures.

    Tender submissions are processed and recorded according to the departmental/organisational procedures. 

    ASSESSMENT CRITERION 3 
    The proceedings and decisions of the Tender Committee is managed to identify the preferred supplier/service provider in accordance with departmental/organisational policies and procedures. 

    ASSESSMENT CRITERION 4 
    The successful tenderer is contracted in accordance with all relevant legislation, policies and procedures. 

    SPECIFIC OUTCOME 4 
    Maintain pro-active communication with all role-players of the tender procurement process.

    The approved communication strategy with all relevant role-players is initiated, implemented and maintained according to the relevant procedures. 

    ASSESSMENT CRITERION 2 
    Suitable communication techniques are applied in all stages of the procurement process with all the role-players according to departmental/organisational requirements. 

    ASSESSMENT CRITERION 3 
    Appropriate problem-solving techniques are applied in overcoming obstacles in the tender procurement process. 

    ASSESSMENT CRITERION 4 
    Feedback from all role-players on the tender procurement process is collated and the appropriate reporting process is followed according to departmental procedures.
