PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to safely operate a range of shipboard lifting appliances specific to the stevedoring environment. They are able to operate in a safe working environment and report on and alter rig settings in accordance with rig use.

The qualifying learner is capable of:
  • Identifying and explaining different rig configurations, winch layouts and utilisation.
  • Establishing safety of lifting appliances in the work environment.
  • Ensuring lifting appliance is operated within Safe Working Load (SWL) according to rig use.
  • Recognising, Interpreting and adhering to gangway communication signals.
  • Operating ship-lifting appliances singly or with other operators on any given rig, in a safe and competent manner.
  • Identifying and reporting requirements to alter rig settings as operational conditions change.

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Learners accessing this unit standard will have demonstrated competence in:
  • Communication at NQF Level 2 or equivalent.
  • Mathematical Literacy at NQF Level 2 or equivalent.

    UNIT STANDARD RANGE 
  • Definition of Terms as found in the latest edition of the South African Ports Cargo Handling Code of Practice issued by the National Port Authority and incorporated into the Maritime Occupational Safety Regulations 1994 by Government notice No. R. 1904.
  • It is to be noted that the Maritime Occupational Safety Regulations 1994 (in terms of the Merchant Shipping Act) apply to this Standard and not the Occupational Health & Safety Act.
  • An operator must comply with the requirements for the issuing of a Code 45.
  • Ships Crane Certificate by an accredited agent of the Department of Labour.
  • Stevedore Electives Submission Draft 11 June 2002.

    SPECIFIC OUTCOME 1 
    Identify and explain different rig configurations, winch layouts and utilisation. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Different rig configurations are listed and explained with examples of each. 
    ASSESSMENT CRITERION RANGE 
    Rig configurations could include but are not limited to Union Purchase, Swinging Derrick, Conventional Jumbo Derrick, Stulken and Thompson Derrick Types.
     

    ASSESSMENT CRITERION 2 
    Different winches are identified and explained in relation to specific rigs. 

    ASSESSMENT CRITERION 3 
    Layouts and uses of winches are explained in relation to specific rigs. 

    SPECIFIC OUTCOME 2 
    Establish safety of lifting appliances in the work environment. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Assessment is conducted and a lifting appliance operational checklist is completed as per organisational/legislative requirements. 

    ASSESSMENT CRITERION 2 
    Work environment is inspected and cleared of all Stevedore Electives Submission Draft 11 June 2002 unauthorized obstacles and personnel. 

    ASSESSMENT CRITERION 3 
    Lifting gear is assessed as per operational requirements. 

    ASSESSMENT CRITERION 4 
    Lifting appliance movement limits are adhered to in accordance with operational requirements. 

    SPECIFIC OUTCOME 3 
    Ensure lifting appliance is operated within SWL (safe working load) according to rig use.

    Relevant Health and Safety Legislation is identified and explained according to rig uses. 
    ASSESSMENT CRITERION RANGE

    Unsafe practices with respect to the capability of the equipment is identified as per organisational best practices. 

    ASSESSMENT CRITERION 5 
    Lifting appliance specifications are noted and operation maintained within safe working load limits.

    Recognise, interpret and adhere to gangway communication signals.

    Operate ship-lifting appliances singly or with other operators on any given rig, in a safe and competent manner.

    ASSESSMENT CRITERION 1 
    Operating procedures relevant to specific rigs are identified and explained in accordance with manufacturer specifications. 

    ASSESSMENT CRITERION 2 
    Joint operation of lifting appliances is explained as per accepted practice for specific rig configurations. 

    ASSESSMENT CRITERION 3 
    Movements/operations are conducted in a smooth and controlled manner as per industry safety procedure guidelines. 

    ASSESSMENT CRITERION 4 
    Rig configuration is operated safely in accordance with statutory hand/bat signals. 

    SPECIFIC OUTCOME 6 
    Identify and report requirements to alter rig settings as operational conditions change.

    The need to alter rig settings is identified and reported to the relevant organisational superior and in the required timeframe.

    Work is terminated to allow ship personnel to alter rig settings safely.

    Visual safety check is conducted before operation is resumed as per the organisation's best practices.
