PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to interpret and apply information from the stowage plan for the effective planning and safe implementation of a stevedoring operation.

The qualifying learner is capable of:
  • Understanding and explaining knowledge of cargo types and their specific stowage and lashing requirements.
  • Recognising and Interpreting abbreviations, colour codes and layout/format used in stowage plans.
  • Demonstrating knowledge of, interpret and apply stowage plan information. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners accessing this unit standard are competent in:
  • Communication at NQF Level 3 or equivalent.
  • Mathematical Literacy at NQF Level 3 or equivalent. 

  • UNIT STANDARD RANGE 
    This unit standard is for people interpreting and applying a stowage plan for the loading and discharging of any cargo aboard cargo vessels, in conjunction with the ship's personnel and their agents.

    SPECIFIC OUTCOME 1 
    Understand and explain knowledge of cargo types and their specific stowage and lashing requirements. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The principle cargo types are listed according to stowage and lash requirements. 
    ASSESSMENT CRITERION RANGE 
    Bulk Cargo (wet and dry), Consumables/perishables, Forest Products, Steel Products, Granite, Motor Vehicles, Live Stock and Hazardous Cargo.
     

    ASSESSMENT CRITERION 2 
    Cargo compatibility is identified and explained in terms of principle cargo types. 

    ASSESSMENT CRITERION 3 
    Stowage, lashing and separation requirements are identified and explained in terms of principle cargo types. 

    SPECIFIC OUTCOME 2 
    Recognise and Interpret abbreviations, colour codes and layout/format used in stowage plans.

    ASSESSMENT CRITERION 1 
    Abbreviations are identified and interpreted in terms of stowage plan, as per organisational standards. 

    ASSESSMENT CRITERION 2 
    Colour codes are identified and explained in terms of stowage plan as per organisational standards. 
    ASSESSMENT CRITERION RANGE 
    Colour coding includes but is not limited to: Port marks and Cargo Separation.
     

    ASSESSMENT CRITERION 3 
    Ship's cargo plan is interpreted and specific locations identified according to stowage plans. 

    SPECIFIC OUTCOME 3 
    Demonstrate knowledge of, interpret and apply stowage plan information.

    Stowage plan is identified as per operational requirements. 

    ASSESSMENT CRITERION 2 
    Stowage plan information is identified and applied according to organisational requirements. 

    ASSESSMENT CRITERION 3 
    Contingency Plans are developed in terms of the original stowage plan, in order to minimise delays and maximise productivity. 
    ASSESSMENT CRITERION RANGE 
    Contingency plans could include but are not limited to: Non-arrival of cargo, Rejected/damaged cargo, Alteration in port sequences and short-shipped cargo.
     

    ASSESSMENT CRITERION 4 
    The use of stowage factors are identified and explained with examples. 

    SPECIFIC OUTCOME 4 
    Demonstrate and apply knowledge and understanding of basic dynamic and static stresses due to movement in a seaway with respect to lashing arrangements and cargo location. 
    OUTCOME RANGE 
    Rolling, pitching, heaving and pounding. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The movement of cargo due to ship's motion at sea is anticipated and explained according to cargo securing procedures. 

    ASSESSMENT CRITERION 2 
    Lashing points are identified and lashing material and equipment prepared, as per cargo type and location on board, in anticipation of dynamic stresses. 

    ASSESSMENT CRITERION 3 
    Cargo is secured to prevent movement at sea, as per vessel and skipper's requirements. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • An individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard or assessing this unit standard must be accredited as a provider with the relevant ETQA.
  • Moderation of assessment will be conducted by the relevant ETQA at its discretion. 

  • UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
    The following knowledge is considered essential and will be assessed in the assessment criteria attached to the specific outcomes of the unit standard.
  • Basic trigonometry.
  • Basic numerical skills of addition, subtraction, multiplication and division.
  • Understanding of basic ship stability concepts, bending moments and stresses in a beam/structure.
  • Basic product knowledge and types.
  • Interpret a 3-D diagram (plan, end and side elevation).
  • Understand the concepts of volume, mass, density, specific gravity and buoyancy.
  • Client care knowledge and orientation.
  • Understand Basic Ship Design.
  • Definition of Terms as found in the latest edition of the South African Ports Cargo Handling Code of Practice issued by the National Port Authority and incorporated into the Maritime Occupational Safety Regulations 1994 by Government notice No. R. 1904.
  • It is to be noted that the Maritime Occupational Safety Regulations 1994 (in terms of the Merchant Shipping Act) apply to this Standard and not the Occupational Health & Safety Act.
