PURPOSE OF THE UNIT STANDARD 
This unit standard is designed for learners working in a Ward Committee or Local Government structure, where the acquisition of competence against this standard will add value to their job. The standard will contribute to the aspirations of individuals seeking to develop a career pathway in Local Government and administration.

The qualifying learner is capable of:
  • Defining service excellence within a Local Government context.
  • Utilising appropriate service tools in order to integrate Local Government service delivery for development project objectives into Ward Committee processes.
  • Implementing a basic service delivery plan in line with overall service delivery objectives.
  • Evaluating service delivery effectiveness. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING

    Define service excellence within a Local Government context. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The service delivery objectives of Local Government are defined with examples. 

    ASSESSMENT CRITERION 2 
    Problems in service delivery effectiveness are examined by utilising past case studies and examples. 

    ASSESSMENT CRITERION 3 
    The skills and talents that a Ward Committee member must integrate service delivery into Ward Committee functioning are defined with examples. 

    ASSESSMENT CRITERION 4 
    Procedures for measuring and evaluating service efficacy are defined and integrated into Ward Committee service plans. 

    SPECIFIC OUTCOME 2 
    Utilise appropriate service tools in order to integrate Local Government service delivery for development project objectives into Ward Committee processes. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Service objectives for Ward Committees are defined in relation to community needs and Local Government objectives. 

    ASSESSMENT CRITERION 2 
    Roles and responsibilities in relation to service objectives are assigned to respective role players within Ward Committee. 

    ASSESSMENT CRITERION 3 
    Methods for engaging external role players in enhancing service delivery are identified and approached to assist in contributing towards service delivery objectives. 

    ASSESSMENT CRITERION 4 
    Any issues and sensitivities that may hinder service plan are identified and solutions to overcome these are proposed in the context of the Ward Committee service delivery objectives. 

    SPECIFIC OUTCOME 3 
    Implement a basic service delivery plan in line with overall service delivery objectives.

    ASSESSMENT CRITERION 1 
    A service excellence plan is drawn up in conjunction with municipal representative. 

    ASSESSMENT CRITERION 2 
    A method for evaluating implementation of plan is discussed and measures are included in the plan to achieve this. 

    ASSESSMENT CRITERION 3 
    A basic improvement plan is included to ensure that service delivery objectives are continually revised. 

    ASSESSMENT CRITERION 4 
    Appropriate resources to ensure success of plan are identified, sourced and managed according to Municipal processes and procedures. 

    SPECIFIC OUTCOME 4 
    Evaluate service delivery effectiveness.

    ASSESSMENT CRITERION 1 
    The evaluation tools outlined in the service plan are used to evaluate the effectiveness of service delivery within the Ward Committee context on an ongoing basis. 

    ASSESSMENT CRITERION 2 
    Any problem areas are reported on to appropriate municipal representative and other Ward Committee members. 

    ASSESSMENT CRITERION 3 
    Resolutions to solve service delivery problems and integrate into a revised plan are discussed and implemented according to municipal procedures. 

    ASSESSMENT CRITERION 4 
    Success areas are recorded and reported on to appropriate roleplayers.
