PURPOSE OF THE UNIT STANDARD 
The qualifying learner will be capable of embarking a vessel to perform marine pilot duties either by helicopter or by using a pilot ladder. The duties of a marine pilot include being able to disembark a vessel by means of a pilot ladder or a helicopter, depending on the circumstances.

The qualifying learner should satisfy the competent pilotage authority's requirements that his/her medical fitness, particularly regarding eyesight, hearing and physical fitness meets the standards required for certification of masters and officers in charge of a navigational watch under the international Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW 1995) or as the relevant authorities consider appropriate.

Qualifying learners will be capable of:
  • Communicating pilot boarding requirements.
  • Positioning the vessel for pilot embarkation and disembarkation.
  • Understanding the limitations of the pilot boat and helicopter.
  • Demonstrating an understanding of the collision regulations.
  • Adhering to safety and security procedures.

  • Communication at NQF level 4 or equivalent.
  • Mathematics at NQF level 4 or equivalent.

    SPECIFIC OUTCOME 1 
    Communicate pilot boarding requirements. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Very high frequency (VHF) communication is established and working channel agreed on according to standing operating procedures. 

    ASSESSMENT CRITERION 2 
    Pilot ladder requirements are communicated according to IMPA requirements. 
    ASSESSMENT CRITERION RANGE 
    Pilot ladder requirements include, but is not limited to: position, rig and height above water.
     

    ASSESSMENT CRITERION 3 
    The pilot ladder requirements are assessed by the pilot and feedback on any non compliance are communicated according to IMPA requirements. 

    ASSESSMENT CRITERION 4 
    The preferred mode of transfer in relation to the weather conditions and available resources is decided upon. 

    SPECIFIC OUTCOME 2 
    Position the vessel for pilot embarkation and disembarkation.

    ASSESSMENT CRITERION 1 
    The pilot transfer information is communicated to the vessel in accordance with standing operating procedures. 
    ASSESSMENT CRITERION RANGE 
    Pilot transfer information includes, but is not limited to: Geographical position, proximity of other vessels, breakwater and course for helicopter transfer.
     

    ASSESSMENT CRITERION 2 
    The required speed for transfer is communicated to the vessel according to prevailing conditions. 

    ASSESSMENT CRITERION 3 
    The course to steer is communicated to the vessel in relation to the prevailing weather conditions. 

    SPECIFIC OUTCOME 3 
    Understand the limitations of the pilot boat and helicopter.

    ASSESSMENT CRITERION 1 
    Suitability and limitations of pilot boat and helicopter is established in relation to the particular operation. 

    ASSESSMENT CRITERION 2 
    Weather and sea conditions are described according to local conditions. 

    ASSESSMENT CRITERION 3 
    Interaction between the pilot boat/helicopter and the ship in a seaway is described according to prevailing conditions. 

    ASSESSMENT CRITERION 4 
    Helicopter hoisting and lowering procedures are explained according to Local and International Chamber of Shipping Helicopter Operational Guidelines. 

    SPECIFIC OUTCOME 4 
    Demonstrate an understanding of the collision regulations.

    ASSESSMENT CRITERION 1 
    Lights, shapes and sound signals are described in terms of the International collision regulations. 

    ASSESSMENT CRITERION 2 
    Manoeuvring of vessels in-sight of one another or in limited visibility is explained as stipulated in the International collision regulations. 

    ASSESSMENT CRITERION 3 
    Manoeuvring of vessels in limited visibility is explained as laid out in the International collision regulations. 

    ASSESSMENT CRITERION 4 
    Traffic separation schemes are explained in accordance with International collision regulations. 

    ASSESSMENT CRITERION 5 
    Local Vessel Traffic Services is explained in terms of the traffic operating procedures.

    Adhere to safety and security procedures. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Use of life jackets is demonstrated in accordance with SOLAS recommendations. 

    ASSESSMENT CRITERION 2 
    Use of noise protection equipment is demonstrated in accordance with the Maritime Occupational Safety Regulations. 

    ASSESSMENT CRITERION 3 
    Helicopter underwater escape procedures are demonstrated according to CAA. 

    ASSESSMENT CRITERION 4 
    The procedures to avoid shock from static discharge from helicopter hoisting gear is explained according to SOP. 

    ASSESSMENT CRITERION 5 
    The winching area is selected according to local procedures and International Chamber of Shipping Helicopter Operational Guidelines. 

    ASSESSMENT CRITERION 6 
    Man-over-board procedures are demonstrated according to SOP. 

    ASSESSMENT CRITERION 7 
    Immigration and security regulations are applied according to current legislation.
