PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for Managers of organisations or business units, Security Officers and learners who manage asset risk in insurance and other organisations. It will be useful for learners in Short Term Business Insurance including Underwriters, Surveyors and Loss Adjusters.

The qualifying learner is capable of:
  • Demonstrating knowledge and understanding of the legislative framework that regulates the security industry.
  • Explaining the basic principles of security management.
  • Applying the risk management process to a selected organisation.
  • Proposing a solution to manage security risk.

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are competent in Communication and Mathematical Literacy at Level 3. 

    UNIT STANDARD RANGE 
    The typical scope of this Unit Standard is security in any organisation. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Demonstrate knowledge and understanding of the legislative framework that regulates the security industry. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The activities and limitations on security management imposed by the Security Industry Regulatory Authority Act and accompanying Regulations are outlined with reference to the legislated requirements for service providers. 

    ASSESSMENT CRITERION 2 
    The activities and limitations on security management imposed by the South African Constitution and Bill of Rights are outlined with reference to human rights. 

    ASSESSMENT CRITERION 3 
    The activities and limitations on security management imposed by the Criminal Procedures Act and accompanying Regulations outlined in terms of powers of arrest. 

    ASSESSMENT CRITERION 4 
    The activities and limitations on security management imposed by the Basic Conditions of Employment Act and accompanying Regulations are outlined in terms of shifts, salaries, use of force, leave and the rights of employees. 

    ASSESSMENT CRITERION 5 
    The activities and limitations on security management imposed by the National Building Regulations are outlined with reference to conflict between security protection and fire and safety regulations. 

    SPECIFIC OUTCOME 2 
    Explain the basic principles of security management.

    ASSESSMENT CRITERION 1 
    Possible methods and deterrents of criminal activity are investigated and recommendations are made to minimise a selected risk. 

    ASSESSMENT CRITERION 2 
    Different methods for detecting criminal activity are investigated with due regard for the relevant legislation. 

    ASSESSMENT CRITERION 3 
    Methods of detaining or arresting suspected perpetrators of criminal activities are described with reference to Human Rights and the Approved Criminal Procedures Act. 

    SPECIFIC OUTCOME 3 
    Apply the risk management process to a selected organization.

    ASSESSMENT CRITERION 1 
    Security risk in a specific operation is identified and quantified to determine the extent of the risk. 

    ASSESSMENT CRITERION 2 
    A report is compiled indicating the probability and severity of the risk to a specific operation. 

    SPECIFIC OUTCOME 4 
    Propose a solution to manage security risk. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Physical, systems and electronic protection measures to minimise potential security risk at a specific operation are proposed with reference to criminal activity. 

    ASSESSMENT CRITERION 2 
    A security report is compiled that presents options for managing security at a particular operation.

  • Anyone assessing a candidate against this Unit Standard must be registered as an assessor with the relevant ETQA or ETQA where a Memorandum of Understanding (MOU) exists with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this Unit Standard must be accredited as a provider through the relevant ETQA or ETQA where a Memorandum of Understanding (MOU) exists with the relevant ETQA.
  • Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines and the agreed ETQA procedures.
