14986  Demonstrate knowledge and understanding of fire exposures in order to manage the potential fire risk  Level 4  NQF Level 04

PURPOSE OF THE UNIT STANDARD
Fire cover is the basic first cover in most short term insurance policies. It is the primary risk covered by insurance and is compulsory in most insurance policies as most insurers insist on fire cover as basic in a short term policy. This Unit Standard is intended for managers of organisations and learners who manage asset risk in insurance and other organisations. It will be useful for Underwriters, Assessors, Claims Administrators, Intermediaries, Surveyors, Loss Adjustors and all learners in Short Term Insurance.

The qualifying learner is capable of:
  • Explaining the basic principles of fire science.
  • Explaining possible fire protection methods.
  • Applying knowledge of fire control in order to prevent or minimise a potential loss.
  • Suggest a potential solution to minimise the impact of fire risk on a specific site.

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING
It is assumed that learners are competent in Communication and Mathematical Literacy at Level 3.

    UNIT STANDARD RANGE
The typical scope of this Unit Standard is:
  • Fire risks in wholesale, retail, manufacturing and storage risks as commonly encountered in a business environment including electrical risks.
  • Severity includes, but is not limited to, explosion, flashover and fire.
  • Elements of fire combustion include fuel, oxygen and ignition.
  • A written proposal should include recommendations and requirements.
  • Stakeholders include, but are not limited to, Intermediary, Client, Owner, Board, and Underwriter.

  • Specific Outcomes and Assessment Criteria:

    SPECIFIC OUTCOME 1
Explain the basic principles of fire science.

    ASSESSMENT CRITERIA

    ASSESSMENT CRITERION 1
The basic elements of fire combustion are explained and an indication is given of how each element could affect the severity of a fire or could be used to subdue a fire.

    ASSESSMENT CRITERION 2
The basic elements of fire spread are explained with examples.

    ASSESSMENT CRITERION 3
The different classes of fire are identified according to substance type.

    ASSESSMENT CRITERION 4
The concept of fire load is explained with examples.

    SPECIFIC OUTCOME 2
    Explain possible fire protection methods.

    ASSESSMENT CRITERIA

    ASSESSMENT CRITERION 1
Methods of passive protection are explained with reference to design, construction and use of materials.

    ASSESSMENT CRITERION 2
The concept of active protection measures is explained with examples.

    SPECIFIC OUTCOME 3
Apply knowledge of fire control in order to prevent or minimise a potential loss.

    ASSESSMENT CRITERIA

    ASSESSMENT CRITERION 1
The potential fire risk is quantified for different scenarios in order to prioritise the risk.

    ASSESSMENT CRITERION 2
A basic risk management process is applied in order to manage a fire risk at a selected site.

    ASSESSMENT CRITERION 3
A basic fire site plan is interpreted and related to the actual site conditions and fire spread risk.

    ASSESSMENT CRITERION 4
The impact of the nature of occupancy and operational processes on fire risk exposure is explained with examples.

    SPECIFIC OUTCOME 4
Suggest a potential solution to minimise the impact of fire risk on a specific site.

    ASSESSMENT CRITERIA

    ASSESSMENT CRITERION 1
Potential fire risks are identified and evaluated in terms of probability and potential impact at a specific site.

    ASSESSMENT CRITERION 2
Risk improvement measures are suggested to manage the risk in the most cost effective manner.

    ASSESSMENT CRITERION 3
A written risk management proposal is presented to the relevant stakeholders.
