PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for managers of organisations and learners who manage asset risk in insurance and other organisations.

The qualifying learner is capable of:
  • Explaining the potential risk associated with motor vehicle theft and hijacking.
  • Recommend theft and hijacking prevention measures for a specific vehicle.
  • Recommending anti hijacking measures appropriate to the organisation managing the loss.
  • Recommending a comprehensive risk control system for an organisation.

    It is assumed that learners are competent in Communication and Mathematical Literacy at Level 3.

    Explain the potential risk associated with motor vehicle theft and hijacking.

    Risk related to specific motor vehicles is explained with reference to the purpose for which the vehicle is used and the type of vehicle. 

    ASSESSMENT CRITERION 2 
    The need for an organisation to build and use a statistical database on motor vehicle losses is explained and historical data is interpreted to determine the level of risk associated with specific vehicles. 

    ASSESSMENT CRITERION 3 
    Situations with a potential for theft or hijacking are analysed and preventative measures are proposed for specific vehicles. 

    ASSESSMENT CRITERION 4 
    Potential fraud associated with motor theft and hijacking is discussed with examples. 

    SPECIFIC OUTCOME 2 
    Recommend theft and hijacking prevention measures for a specific vehicle. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Reasons why it is necessary to recommend theft prevention measures are explained with reference to Vehicle Security Systems (VSS) and Vehicle Association (VESA) lists. 

    ASSESSMENT CRITERION 2 
    The difference between factory-fitted, after market security systems and tracking systems is explained with examples of when it may be necessary to add security and/or tracking systems. 

    ASSESSMENT CRITERION 3 
    The risk associated with security systems is explained in terms of installation and quality control. 

    SPECIFIC OUTCOME 3 
    Recommend anti hijacking measures appropriate to the organisation managing the loss.

    ASSESSMENT CRITERION 1 
    Systems available to prevent hijacking are named and an explanation is given of how they operate and the effectiveness of each. 

    ASSESSMENT CRITERION 2 
    The difference between fleet management and vehicle recovery is explained with reference to the operation, kind of equipment used and the result. 

    ASSESSMENT CRITERION 3 
    The role of fleet management systems is explained in the case of hijacking or theft. 

    ASSESSMENT CRITERION 4 
    Anti hijacking measures are recommended that are appropriate for the organisation managing the loss.

    Recommend a comprehensive risk control system for an organisation.

    The fleet belonging to an organisation is analysed and classified in terms of risk.
