PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for learners who work at a senior or strategic level in healthcare benefits administration and/or advise on medical schemes and products. They may recommend decisions related to a client's business policies and overall healthcare. They determine benefits and require a complete view of the healthcare benefits administration sub-sector. It would be useful for senior people in administration and managed care, professionals who consult to medical schemes, Risk Managers, Medical Advisors, Trustees, Medical Scheme Consultants, Principal Officers, Healthcare Intermediaries and Senior Operational Administrative Staff.

The qualifying learner is capable of:

  • The Legislative environment includes, but is not limited to, National Health Act, Medical Schemes Act, Pharmacies Act, Medicine and Controlled Substances Act, Compensation for Occupational Injuries and Diseases Act (COIDA), Road Accident Fund (RAF).
  • Governance include, but are not, limited to, financial matters, communication, contracts, management of risk and service level agreements.
  • Prevalent diseases include dread diseases, lifestyle related diseases and communicable diseases.
  • Funding models include, but are not limited to, public, private, public-private initiatives, public private partnerships and alternative reimbursement models.

    Analyse the regulatory environment relating to the funding and delivery of healthcare systems in South Africa.

    Legislation that impacts on delivery, corporate governance and funding is identified and analysed in terms of impact on healthcare delivery systems. 

    ASSESSMENT CRITERION 2 
    Current controversial debates that could result in changes to current legislation or promulgation of new legislation are identified and an opinion is expressed and substantiated on each issue. 

    SPECIFIC OUTCOME 2 
    Explain the role and influence of stakeholders in the sector.

    ASSESSMENT CRITERION 1 
    Government stakeholders are identified and the role and relationships of each are explained with reference to different structures at Local Government, Provincial and National Level. 

    ASSESSMENT CRITERION 2 
    The roles of private bodies and professional associations are explained with reference to funding, providers and the influence of each on the Healthcare Delivery system. 

    SPECIFIC OUTCOME 3 
    Analyse the impact of disease on the healthcare system in South Africa.

    Current burden of disease statistics are analysed and interpreted to identify trends.

    The effectiveness of efforts to combat the most prevalent diseases is evaluated based on published statistics.

    Analyse the funding models used in the healthcare delivery system in South Africa.

    Different funding models are analysed in terms of the effectiveness of each model, accessibility and affordability.

    Basic risk management principles are applied to health risk management to explain the rationing of healthcare, funding, decisions of trustees and the quality of life outcomes.

    Identify and analyse threats and challenges to healthcare delivery in South Africa.
