PURPOSE OF THE UNIT STANDARD 
A learner will be able to receive, identify, verify and react to the tokens and principles of the telegraph order system and related train working rules in a specific railway environment and contribute to safe movement of on rail. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
Utilise semaphore signals/indicators for rail movement on single lines - NQF level 3. 

UNIT STANDARD RANGE 
The level assigned to this standard is appropriate because performance must be carried out:
  • under different weather conditions,
  • during day and night time,
  • in different sections on single lines,
  • within a specific time span to adhere to predictable service,
  • under normal and abnormal circumstances,

    This standard is inclusive of:
  • All telegraph orders and warning advices: A, C, E, G, Z, SB, BOM and Manuscript order, as well as BMX, L and H warning advices.

    This standard includes:
  • Rules and procedures on token handling regarding the following: Lost tokens, communication failures, train delays at interloop(s)/station(s), rearrangement of crossings and train failures.
  • Opening/closing of stations.

    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. An individual wishing to be assessed against this standard may apply to an assessment agency, assessor or provided institution that has been accredited by the relevant ETQA.
    2. A learner specialising in Rail Operations through this elective standard will be assessed by an assessor who has been certified as competent against the National Certificate in Rail Operations NQF level 5, which must include this standard.
    3. A learner specialising in Train Driving through this elective standard will be assessed by an assessor who has been certified as competent against the National Certificate in Train Driving NQF level 4, which must include this standard.
    4. Any assessor and training provider must ensure that the relevant company specific procedures/rules are used as reference material when designing courseware, assessment or when selecting pre-designed assessments.
    5. Anyone assessing a learner against this standard must be registered as an assessor with the relevant TRANSPORT SETA - ETQA.
    6. Any institution offering learning that will enable achievement of this standard must be registered and accredited as a provider at SAQA.
    7. Moderation of assessment will be done by the relevant ETQA as prescribed.

    1. Principles and theory of the telegraph order system for the purpose of safe movement on rail under normal and abnormal circumstances.
    2. POSMOR and related company-specific train working rules relevant to the telegraph order system.
    3. Relevant elements of OHS Act, Act 85 of 1993.
    4. Protocol of two-way communications to facilitate safe movement on rail.

    SUPPLEMENTARY INFORMATION

    Definition: Telegraph order working means to exchange separate messages for each train which must be completed on the prescribed question and reply message form before despatch and at time of receipt. Orders must be completed in accordance with the exchanged messages.
    Definition: Interloop, means a place where trains can cross or pass each other and where there is no train control officer to control the movement.
    Definition: Abnormal circumstances in this unit standard means, lost tokens, communication failures, train delays at interloop(s)/station(s), rearrangement of crossings and train failures as well as opening and closing of stations as described in the train working rules applicable to telegraph order token handling procedures only.
    Definition: Station means a station manned with a person who control the train movements

    Order - A - Authority to proceed from a station to a station.
    - C - Authority to proceed from a station to an interloop
    - E - Authority to proceed from an interloop to an interloop

    - BOM - Authority for a Heavy Ballast Tamping Machine to proceed
