PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for employees in the Local Employment and Skills Development Practices sector. It could be utilised in other, related fields as well.

Learners accessing this standard will be able to select and contract service providers for identified projects or programmes.

The qualified learner will be able to:
  • Identify and verify the nature of service provision required
  • Draft basic terms of reference to outline the nature of the service provision
  • Utilise the most appropriate tool to source applications from prospective service providers
  • Contract the service providers

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    There is open access to this Unit Standard, however learners should be competent in Communication at NQF Level 3. 

    UNIT STANDARD RANGE 
    This Unit Standard should be applied and assessed utilising the institutional procedures in place at the learner`s workplace. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    The need to contract service providers identified and verified. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    1. The nature of services to be provided, related to specific programmes, projects, etc, is identified with a view to obtaining an outside provider to deliver the service. 

    ASSESSMENT CRITERION 2 
    2. Relevant stakeholders and role players are informed and their input incorporated regarding the appropriateness of the need for service providers. 

    SPECIFIC OUTCOME 2 
    Basic terms of reference (ToR) are drafted to outline the nature of the service provision required.

    1. The nature of the service provision is divided into relevant clusters in accordance with the nature of the services.

    2. The specifications for the services required are outlined for possible service providers.

    Source appropriate service providers.

    1. Most appropriate method to source the providers is identified for appropriate use.

    2. Most appropriate method to source the providers is implemented when required.

    Service providers are contracted.

    1. Applications/tenders assessed for most appropriate provider that meets needs. 

    ASSESSMENT CRITERION 2 
    2. Recommendation are made as to the most appropriate provider.

    3. The service provider agreement is signed by appropriate authority figure. 

    ASSESSMENT CRITERION 4 
    4. The decision of the appointment team is conveyed to all tenderers in writing. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Accreditation for this Unit Standard shall be obtained from the relevant Education and Training Quality Assurance Body, through summative and formative assessment by a registered assessor.
  • Assessors must be registered as an Assessor with the relevant ETQA.
  • Moderators must be registered as assessors with the relevant ETQA, or with an ETQA that has a Memorandum of Agreement with the relevant ETQA.
  • Training providers must be accredited by the relevant ETQA.

    Moderation should include both internal and external moderation where applicable.

    The learner is able to demonstrate ability to:
  • Make responsible decisions in the process of assessing training providers and appropriate methods of sourcing providers.
  • Reflect on and explore a variety of instruments for assessing providers.
  • Be culturally and aesthetically sensitive when deciding the instruments utilised to source and assess applicants.
  • See the world as a set of related systems in drafting the Terms of Reference for the service providers.
