PURPOSE OF THE UNIT STANDARD 
This unit standard is aimed at people who are responsible for designing client repayment systems in micro-finance institutions.

Once a person has completed this unit standard, he/she will be able to:
  • Develop a system to manage client information
  • Develop procedures to manage problem loans
  • Develop repayment schedules for problem loans. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Core Level 4 Unit Standard: `Make the financing decision and disburse the loan`. 

    UNIT STANDARD RANGE 
  • All categories of micro-enterprise credit up to R50 000 will be included.
  • The unit standard applies in both rural and urban contexts in South Africa.

    Develop a system to manage client information. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    1. The essential elements of a rudimentary client information system are explained in keeping with industry and company policies and practices (such as client demographics, loan details, repayment schedules). 

    ASSESSMENT CRITERION 2 
    2. The most appropriate system to maintain client information is determined in keeping with industry practices and regulatory requirements. 

    ASSESSMENT CRITERION 3 
    3. The elements are structured in a sequential process reflecting a complete client loan repayment management system. 

    ASSESSMENT CRITERION 4 
    4. Implement the system either manually or electronically in line with human and material resources available in the business. 

    SPECIFIC OUTCOME 2 
    Develop procedures to manage problem loans.

    ASSESSMENT CRITERION 1 
    1. Processes to perform early detection of problem loans are developed in keeping with industry practices and company policies. 

    ASSESSMENT CRITERION 2 
    2. Policies are developed determining processes for dealing with problem loans in a sequential manner (e.g. client visits, letter of demand, summons etc) in line with industry practices and the regulatory framework. 

    ASSESSMENT CRITERION 3 
    3. Policies are documented in line with industry practices. 

    SPECIFIC OUTCOME 3 
    Determine repayment schedules for problem loans.

    ASSESSMENT CRITERION 1 
    1. A grading system for problem loans is developed in keeping with industry practices and company requirements. 

    ASSESSMENT CRITERION 2 
    2. Generic repayment schedules are developed for different categories of problem loans based on rating system. 

    ASSESSMENT CRITERION 3 
    3. Repayment schedule procedure is written up in manual form. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. An individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA.
    2. Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
    3. Any institution offering learning that will enable achievement of this unit standard or assessing this unit standard must be accredited as a provider with the relevant ETQA.
    4. Moderation of assessment will be conducted by the relevant ETQA at its discretion.
