PURPOSE OF THE UNIT STANDARD 
This unit standard is aimed at people who are responsible for the loan repayment/collection process in a micro finance institution.

It provides the learner with skills in working with the systems with which to manage the collection of loans and to deal with problem loans.

Once a person has completed this unit standard, he/she will be able to:
  • Develop a client loan repayment management system
  • Administer a client loan repayment management system
  • Gather and analyse additional information on problem loans.
  • Respond appropriately to problem loans. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    CORE LEVEL 3 Unit Standard: `Make the financing decision and disburse the loan`. 

    UNIT STANDARD RANGE 
  • All categories of micro-enterprise credit up to R50 000 will be included.
  • The unit standard applies in both rural and urban contexts in South Africa. 

  • Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Administer a client loan repayment management system. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    1. Standard loan procedures are applied in loan collection processes including grading of loans in different categories in line with company procedures and policies. 

    ASSESSMENT CRITERION 2 
    2. Communication skills are applied in the follow up process. 

    ASSESSMENT CRITERION 3 
    3. The client loan repayment management system is reviewed on a regular basis and all client and loan information is up to date. 

    ASSESSMENT CRITERION 4 
    4. Problem loans are identified according to the grading system. 

    SPECIFIC OUTCOME 2 
    Gather and analyse additional information on problem loans. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    1. The correct procedure for handling each type of problem loan is described in keeping with company policies. 

    ASSESSMENT CRITERION 2 
    2. Procedures to ensure compliance with legal requirements are applied in accordance with legislation. 

    ASSESSMENT CRITERION 3 
    3. Information relevant to each problem loan is collated into a written report covering aspects such as communication with clients, reasons for poor performance, suggested remedies by clients and proposed remedies by loan officer. 

    SPECIFIC OUTCOME 3 
    Respond appropriately to problem loans.

    ASSESSMENT CRITERION 1 
    1. Appropriate procedures to secure problem loan repayments are selected and explained in accordance with company procedures and policies. 

    ASSESSMENT CRITERION 2 
    2. Appropriate procedures to secure problem loan repayments are implemented in accordance with company procedures and policies. 

    ASSESSMENT CRITERION 3 
    3. The results of implementing the problem loan repayment procedures are collated into a written report including proposals to re-grade the loan into a different category or to write off the loan. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. An individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA.
    2. Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
    3. Any institution offering learning that will enable achievement of this unit standard or assessing this unit standard must be accredited as a provider with the relevant ETQA.
    4. Moderation of assessment will be conducted by the relevant ETQA at its discretion.
