PURPOSE OF THE UNIT STANDARD 
People who are pursuing a career in basic boat building require the skills, values and knowledge reflected in this unit standard. Learners who achieve this unit standard will demonstrate a fundamental knowledge base of small craft manufacturing and contribute to the boat building sector in undertaking the maintenance activities required on a small craft.

A person credited with this unit standard is able to:
  • Determine the necessity for maintenance on small craft and identify the types of maintenance work to be undertaken.
  • Identify the parts of a small craft which require maintenance and the installation considerations which allows maintenance work to be performed.
  • Undertake trouble-shooting and diagnose a range of faults and breakdowns found on small craft.
  • Conduct basic maintenance work on the hull, deck, superstructure and installed equipment on a small craft. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are already competent in Communication and Mathematical Literacy. 

    UNIT STANDARD RANGE 
  • Small Craft includes wood, polycomposite or metal boats under 30 meters in length and constructed primarily for leisure purposes.
  • The range covers the role and purpose of the boat building sector. It includes the practices, culture, quality standards, legal framework, main activities and expectations of clients in the boat building sector. 

  • Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Determine the necessity for maintenance on small craft and identify the types of maintenance work to be undertaken. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The reasons for maintenance work are evaluated in terms of the effect they have on the safe, efficient and effective operation of a small vessel. 
    ASSESSMENT CRITERION RANGE 
    Reasons for maintenance includes but not limited to safety of crew, safety of cargo, reliability of vessel, risk consequences of equipment failure, cost saving, prevention of escalating problems.
     

    ASSESSMENT CRITERION 2 
    Maintenance activities are planned in relation to the type of maintenance required. 
    ASSESSMENT CRITERION RANGE 
    Maintenance includes but not limited to breakdown repairs, routine scheduled maintenance (i.e. oil changes), legislated maintenance (i.e. safety equipment inspections).
     

    ASSESSMENT CRITERION 3 
    The complexity of the maintenance work required determines the specialist assistance needed to execute the tasks. 
    ASSESSMENT CRITERION RANGE 
    Specialist assistance includes but not limited to the vessel's crew, equipment supplier's technical staff, specialist maintenance staff.
     

    ASSESSMENT CRITERION 4 
    The frequency of maintenance work is determined in accordance with various time measurement systems, manufacturers specifications and/or standard operating procedures. 
    ASSESSMENT CRITERION RANGE 
    Time measurement systems includes but not limited to usage time system (i.e. engine hours), calendar time (i.e. annual haul-out).
     

    SPECIFIC OUTCOME 2 
    Identify the parts of a small craft which require maintenance and the installation considerations which allows maintenance work to be performed. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Regular service requirements of all moving parts are determined and implemented in accordance with maintenance considerations. 
    ASSESSMENT CRITERION RANGE 
    Moving parts include but not limited to engines, gearboxes and drive systems, steering systems, pumps, winches.
     

    ASSESSMENT CRITERION 2 
    Regular service requirements of hull, deck and superstructure are determined and implemented in accordance with maintenance considerations. 
    ASSESSMENT CRITERION RANGE 
    Service requirements include but not limited to painting, varnishing, antifouling and anode replacement.
     

    ASSESSMENT CRITERION 3 
    The impact of good accessibility to all equipment fitted to a small craft is assessed in relation to how this encourages and promotes maintenance work to be undertaken. 

    ASSESSMENT CRITERION 4 
    The impact of maintenance work is critically analysed in relation to costs and operational requirements. 
    ASSESSMENT CRITERION RANGE 
    The impact includes but not limited to time spent to do the maintenance work, the cost of special tools need to perform the task, the cost of special parts, the cost of highly qualified personnel needed to perform the work.
     

    SPECIFIC OUTCOME 3 
    Undertake trouble-shooting and diagnose a range of faults and breakdowns found on small craft. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A specific problem statement related to a fault is generated by accurately describing the fault using factual information. 

    ASSESSMENT CRITERION 2 
    A problem specification is described in detail in order to obtain an assessment of the deviation from normal. 
    ASSESSMENT CRITERION RANGE 
    Problem specification includes but not limited to location of problem, first occurrence, severity, trend.
     

    ASSESSMENT CRITERION 3 
    The various trouble-shooting scenarios are analysed to determine the most likely cause from a series of possible causes. 

    ASSESSMENT CRITERION 4 
    The true cause is confirmed by testing and verifying assumptions before executing repairs. 

    SPECIFIC OUTCOME 4 
    Conduct basic maintenance work on the hull, deck, superstructure and installed equipment on a small craft. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Basic service maintenance of a marine engine and gearbox is undertaken in accordance with the engine and gearbox manufactures specifications. 
    ASSESSMENT CRITERION RANGE 
    Basic service maintenance includes but not limited to Changing all fluids and filters, checking for leaks, checking for tightness and good fit of all parts, replacement of any parts as specified, general lubrication of ancillary parts, cleanliness.
     

    ASSESSMENT CRITERION 2 
    Basic service maintenance of marine pumps, filters and strainers is undertaken in accordance with the equipment manufactures specifications. 
    ASSESSMENT CRITERION RANGE 
    Basic service maintenance includes but not limited to Checking for leaks, filter and strainer cleaning, tightness of pipe clamps, checking for pipe chafe and vibration wear, replacement of any parts as specified.
     

    ASSESSMENT CRITERION 3 
    Basic service maintenance of a Liquid Petroleum Gas (LPG) installation is undertaken in accordance with the equipment manufactures specifications and safety regulations. 
    ASSESSMENT CRITERION RANGE 
    Basic service maintenance includes but not limited to checking for leaks, tightness of hose, regulator, checking for pipe chafe and vibration wear, replacement of any parts as specified.
     

    ASSESSMENT CRITERION 4 
    Basic service maintenance of the hull, deck and superstructure is undertaken in accordance with the equipment manufactures specifications and safety regulations. 
    ASSESSMENT CRITERION RANGE 
    Basic service maintenance includes but not limited to Checking for door, window, hatch and portlight leaks, general cleanliness, cleaning marine growth and general fouling on the hull bottom, checking for evidence of corrosion to deck and hull fittings, replacing hull and drive anodes.
     


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this qualification must be registered as an assessor with the relevant Education, Training, Quality, Assurance (ETQA) Body, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this Qualification must be accredited as a provider with the relevant Education, Training, Quality, Assurance (ETQA) Body, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant Education, Training, Quality, Assurance (ETQA) Body, or by an ETQA that has a Memorandum of Understanding with the relevant ETQA, according to the ETQA's policies and guidelines for assessment and moderation.

    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented. Where assessment at title level is unmanageable, then focus assessment around each specific outcome, or groups of specific outcomes. Do not focus the assessment activities on each assessment criterion. Ensure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • Ensure evidence is gathered across the range as expressed under the title of unit standards. Specific range statements under individual outcomes or assessment criteria are illustrations, from which learning programme developers can select. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the learner is able to perform in the real situation.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance can be reproduced.
  • All assessments should be conducted in line with the following well-documented principles: assessment should be appropriate, fair, manageable, integrated into work or learning, valid, and consistent. Evidence should be authentic, sufficient, and current.
