PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended to empower learners to understand their own medical scheme. It should enable them to act responsibly in electing Trustees of their own medical scheme.

The qualifying learner is capable of:
  • Indicating why people should belong to a medical scheme.
  • Identifying a medical scheme and the implications of the type of scheme for the member.
  • Explaining the roles and responsibilities of Trustees in a medical scheme.
  • Explaining the rights and responsibilities of members in the election of Trustees.
  • Explaining the avenues available to members who are unhappy with the governance of a scheme.

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are literate at NQF Level 1.

    Indicate why people should belong to a medical scheme. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Reasons why a person should belong to a medical scheme are discussed and an indication is given of who is eligible to be a member of a selected medical scheme. 

    ASSESSMENT CRITERION 2 
    The need to provide for one's retirement is investigated and an indication is given of why it is important to plan post retirement healthcare. 

    SPECIFIC OUTCOME 2 
    Identify a medical scheme and the implications of the type of scheme for the member. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    A medical scheme is named and classified according to type. 

    ASSESSMENT CRITERION 2 
    The options available within a specific medical scheme are named and an indication is given of the main benefits to members that apply to a selected options. 

    SPECIFIC OUTCOME 3 
    Explain the role and responsibilities of Trustees in a medical scheme. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The main duties of a Trustee are identified and an indication is given of the expertise needed to be a Trustee of a medical scheme. 

    ASSESSMENT CRITERION 2 
    Reasons why a medical scheme has Trustees are named and an indication is given of how the member is affected if a Trustee does not perform his/her duties effectively. 

    ASSESSMENT CRITERION 3 
    The documents that a member should receive from the Trustees of a medical scheme are indicated with reference to the current Medical Schemes Act and accompanying regulations. 

    SPECIFIC OUTCOME 4 
    Explain the rights and responsibilities of members of medical schemes in the election of Trustees. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The personal qualities essential in a Trustee are discussed and an indication is give of how one would recognise these qualities in a colleague. 

    ASSESSMENT CRITERION 2 
    The rules concerning elections are explained with reference to the rights of members of a selected scheme to elect Trustees and the consequences of neglecting to exercise these rights diligently. 

    SPECIFIC OUTCOME 5 
    Explain the avenues available to a member who is unhappy with the governance of a medical scheme. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The procedure to be followed in case of a query or complaint is explained in terms of the rules of a selected scheme. 

    ASSESSMENT CRITERION 2 
    The procedure to be followed in case of a dispute is explained in terms of the rules of a selected scheme and the current Medical Schemes Act. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a candidate against this Unit Standard must be registered as an assessor with the relevant ETQA or ETQA where a Memorandum of Understanding (MOU) exists with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this Unit Standard must be accredited as a provider through the relevant ETQA or ETQA where a Memorandum of Understanding (MOU) exists with the relevant ETQA.
  • Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines and the agreed ETQA procedures.
