PURPOSE OF THE UNIT STANDARD 
A learner competent against this unit standard will be able to use gangway signals to direct the crane/winch/derrick operator to safely load and discharge cargo. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
Learners should have achieved a knowledge of client service and an appreciation of safety awareness in the workplace. 

UNIT STANDARD RANGE 
This unit standard is for people responsible for directing the operation of the cargo lifting appliances in a ship board freight handling environment.

Recognise, interpret and demonstrate approved gangway signals as per SA Ports Cargo Handling Code of Practice (issued by the National Port Authority and incorporated into the Maritime Occupational Safety Regulations 1994 by Government notice No. R. 1904).

UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
Accreditation process (including moderation):
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard must be accredited by the Freight Handling Chamber of the Transport SETA and/or relevant ETQA.
  • Moderation of assessment will be done by the relevant ETQA at its discretion.

    Methods and tools of assessment:

    The following methods of assessment have been identified as the preferred measurement and assessment of learner competence in the above-mentioned Performance Assessment Criteria:
  • In-situ (on the job) observations or simulation
  • Oral assessment methods (e.g. presentations)
  • Written tests/case studies/projects
  • A portfolio of evidence - valid, reliable and authentic evidence from past achievements and experience may serve to supplement the assessment of applied competence. The portfolio should include inter alia:
  • Written statements from persons (e.g. current and/or previous employer, colleague, peer, manager, external customers) confirming competence of the learner
  • Relevant certificates or awards
  • Previous assessment records
  • Journals/logbook

    These methods must be carefully selected based on the purpose of the assessment (for example, the written method could be used to assess knowledge, or the on-job demonstration for measurement of practical competence).
    The assessment must integrate a number of different methods (no less than three of those detailed above) in order to give the assessor reliable and valid proof of competence and evidence of required attitudes.

    The following essential embedded knowledge will be assessed in the assessment criteria attached to the specific outcomes of the unit standard. It is unlikely that candidates will achieve all the assessment criteria without this
    underpinning knowledge and this will be inferred from the observable performance against the defined assessment criteria.

  • Principles of Client Service in terms of understanding the implications of unnecessary delays and always acting in customer's best interests.
