PURPOSE OF THE UNIT STANDARD 
A learner competent against this unit standard will be able to safely operate a range of ship board lifting appliances specific to the stevedoring environment. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
Learners should be able to direct ship cargo lifting appliances in accordance with the Standard Use Gangway Communication Signals to Direct Ship Cargo Lifting Appliances. 

UNIT STANDARD RANGE 
This unit standard applies to persons operating ship board cargo lifting appliances in a ship board freight handling environment, under the direction of the Gangway Signalman.

UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
Accreditation process (including moderation):
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard must be accredited by the Freight Handling Chamber of the Transport SETA and/or relevant ETQA.
  • Moderation of assessment will be done by the relevant ETQA at its discretion.

    Methods and tools of assessment:

    The following methods of assessment have been identified as the preferred measurement and assessment of learner competence in the above-mentioned Performance Assessment Criteria:
  • In-situ (on the job) observations or simulation
  • Oral assessment methods (e.g. presentations)
  • Written tests/case studies/projects
  • A portfolio of evidence - valid, reliable and authentic evidence from past achievements and experience may serve to supplement the assessment of applied competence. The portfolio should include inter alia:
  • Written statements from persons (e.g. current and/or previous employer, colleague, peer, manager, external customers) confirming competence of the learner
  • Relevant certificates or awards
  • Previous assessment records
  • Journals/logbook

    These methods must be carefully selected based on the purpose of the assessment (for example, the written method could be used to assess knowledge, or the on-job demonstration for measurement of practical competence).
    The assessment must integrate a number of different methods (no less than three of those detailed above) in order to give the assessor reliable and valid proof of competence and evidence of required attitudes. 

  • UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
    The following essential embedded knowledge will be assessed in the assessment criteria attached to the specific outcomes of the unit standard. It is unlikely that candidates will achieve all the assessment criteria without this
    underpinning knowledge and this will be inferred from the observable performance against the defined assessment criteria.
  • Knowledge of safety principles.
  • Knowledge and understanding of parallelograms of forces (triangle of forces) and the interaction of basic forces.
  • Principles of Client Service.

    Definition of Terms as found in the latest edition of the South African Ports Cargo Handling Code of Practice issued by the National Port Authority and incorporated into the Maritime Occupational Safety Regulations 1994 by Government notice No. R. 1904.

    It is to be noted that the Maritime Occupational Safety Regulations 1994 (in terms of the Merchant Shipping Act) apply to this Standard and not the Occupational Health and Safety Act.

    Additional information:

    The code of practice endorsed by the Department of Labout recommends that learners be tested to ensure that its requirements for correct vision, co-ordination, reaction times, height and depth perception and night vision have been satisfied.

    An operator must comply with the requirements for the issuing of a Code 45 Ships Crane Certificate by an accredited agent of the Department of Labour.
