PURPOSE OF THE UNIT STANDARD |
Learners working towards this standard will be working within a National or Local Government sector. This standard will enable the learner to apply strategic level development and governance competencies to ensure integrated and sustainable processes, outcomes, structures, strategies, planning, implementation management, monitoring and evaluation at a municipal level. This standard will also add value to public officials who are seeking to develop a career pathway towards an accomplished integrated development planner or public sector management and administration specialist.

Facilitate the development of a medium term agenda for strategic development for a district/metropolitan municipal area. |
ASSESSMENT CRITERIA |
ASSESSMENT CRITERION 1 |
Key strategic objectives and medium term targets are drawn up together with relevant parties. |
ASSESSMENT CRITERION RANGE |
Objectives and targets are based on (1) the identified development issues, as well as (2) on the strengths and resources of the municipality and (3) committed resources from other key role players (especially province and national government and provincial sector departments for the area) are identified and developed. |
ASSESSMENT CRITERION 2 |
Effective engagement and exploration on municipal development priorities, objectives, and strategic options are facilitated in the relevant district, provincial and national forums. |
ASSESSMENT CRITERION 3 |
Strategic options, alternatives and interventions are explored and appropriate integrated medium term strategies and/programmes are developed to manifest political priorities, taking account of community and stakeholder needs, aligned to the long term development direction and mandate, within the context of existing resource constraints, legal and technical requirements and pre-committed projects/expenditures. |

Intervention strategies are developed in order to enable economic growth, development and employment through basic service provision. |

Integrated programmes are designed to direct projects and activities by various municipalities in a district context, and the various sectors and line departments in a municipality. |

The design and implementation of a spatial framework and area based plans are facilitated to guide and give effect to the development agenda, intervention strategies, and guiding principles. |
ASSESSMENT CRITERION 3 |
The design of sector based plans is facilitated to inform and give effect to the development agenda, intervention strategies and the guiding principles. |
ASSESSMENT CRITERION 4 |
Guidance and inputs in the design of key projects in support of development agenda, intervention strategies are provided in line with the guiding principles and originating from specific sector and area based plans. |

Ensure the review of integrated programmes to determine that strategic agenda is being achieved. |

Municipal policies and procedures are evaluated according to strategic plans, IDP plans, related legislation and government policy and legal frameworks. |
