PURPOSE OF THE UNIT STANDARD 
Learners working towards this standard will be working within a National or Local Government sector. This standard will enable the learner to apply strategic level development and governance competencies to ensure integrated and sustainable processes, outcomes, structures, strategies, planning, implementation management, monitoring and evaluation at a municipal level. This standard will also add value to public officials who are seeking to develop a career pathway towards an accomplished integrated development planner or public sector management and administration specialist.

The qualifying learner is capable of:
  • Facilitating the development of a medium term agenda for strategic development for a district/metropolitan municipal area.
  • Ensuring the development of intervention strategies to guide investment and action of the municipality.
  • Ensuring the development of integrated programmes and plans to give effect to and inform the development direction, strategic agenda, strategies and guiding principles.
  • Ensuring the review of integrated programmes to determine that strategic agenda is being achieved. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Learners accessing this unit standard should be competent in Communication at NQF level 4 and Computer Literacy at NQF level 3. 

    UNIT STANDARD RANGE 
  • The development strategy is developed at district and metropolitan level.
  • The role of a Metropolitan and District IDP is to provide guidance in terms of the development direction and strategies within a metropolitan/district area as the shared area of impact and governance - guiding planning, prioritisation, resource allocation and implementation by local municipalities (in the case of a district), as well as by sector departments, provincial government, parastatals and other role players.
  • The IDPs prepared at district level would provide an opportunity for coordinating the various initiatives of all the organs of state that are active/operating in the area. It would also allow for the identification and prioritisation of local needs and for these to be fed into the planning processes of the other spheres of government.It would also allow for other spheres of government to feed their ideas into the planning processes and hence the running of municipalities. Multi-Purpose Community Centres (MPCCs) and the PIMS Centres could be of use in this regard.
  • Development frameworks and plans are supported by relevant bylaws, land use management systems etc. to ensure co-ordinated investment in the right places and at right time.
  • Providing development direction to government agencies and the private sector requires that planning and land development procedures etc must be in place, fast tracked and addressed within the context of the long term development direction and medium term development frameworks.
  • In this context acting more actively as a development agent, refers to the municipal government inter alia: (1) actively canvassing for programmes and projects with national, provincial government agencies and parastatals; (2) promoting and marketing the area for private development; (3) develop partnerships with public/private entities; and (4) using assets and property in clever ways etc. to improve income and enhance financial returns.

    Facilitate the development of a medium term agenda for strategic development for a district/metropolitan municipal area.

    ASSESSMENT CRITERION 1 
    Key strategic objectives and medium term targets are drawn up together with relevant parties. 
    ASSESSMENT CRITERION RANGE 
    Objectives and targets are based on (1) the identified development issues, as well as (2) on the strengths and resources of the municipality and (3) committed resources from other key role players (especially province and national government and provincial sector departments for the area) are identified and developed.
     

    ASSESSMENT CRITERION 2 
    Effective engagement and exploration on municipal development priorities, objectives, and strategic options are facilitated in the relevant district, provincial and national forums. 

    ASSESSMENT CRITERION 3 
    Strategic options, alternatives and interventions are explored and appropriate integrated medium term strategies and/programmes are developed to manifest political priorities, taking account of community and stakeholder needs, aligned to the long term development direction and mandate, within the context of existing resource constraints, legal and technical requirements and pre-committed projects/expenditures. 

    ASSESSMENT CRITERION 4 
    Consolidated and well documented strategic options and implications thereof are prepared and developed with decision makers in relation to the priority issues and key objectives. 

    SPECIFIC OUTCOME 2 
    Ensure the development of intervention strategies to guide investment and action of the municipality.

    ASSESSMENT CRITERION 1 
    Intervention strategies aimed at improving basic service delivery is ensured in order to create access to basic services and service backlogs. 
    ASSESSMENT CRITERION RANGE 
    Intervention strategies must be designed in such a way that they contribute towards sustainable human settlements and the long term development direction.
     

    ASSESSMENT CRITERION 2 
    Intervention strategies are developed in order to enable economic growth, development and employment through basic service provision. 

    ASSESSMENT CRITERION 3 
    A budget for an IDP is estimated on cost information. 

    ASSESSMENT CRITERION 4 
    Strategic intervention options are explored for the municipality such that municipality actively fulfils the role of a development agent in the municipal area.

    Ensure the development of integrated programmes and plans to give effect to and inform the development direction, strategic agenda, strategies and guiding principles.

    ASSESSMENT CRITERION 1 
    Integrated programmes are designed to direct projects and activities by various municipalities in a district context, and the various sectors and line departments in a municipality. 

    ASSESSMENT CRITERION 2 
    The design and implementation of a spatial framework and area based plans are facilitated to guide and give effect to the development agenda, intervention strategies, and guiding principles. 

    ASSESSMENT CRITERION 3 
    The design of sector based plans is facilitated to inform and give effect to the development agenda, intervention strategies and the guiding principles. 

    ASSESSMENT CRITERION 4 
    Guidance and inputs in the design of key projects in support of development agenda, intervention strategies are provided in line with the guiding principles and originating from specific sector and area based plans. 

    SPECIFIC OUTCOME 4 
    Ensure the review of integrated programmes to determine that strategic agenda is being achieved.

    ASSESSMENT CRITERION 1 
    Municipal policies and procedures are evaluated according to strategic plans, IDP plans, related legislation and government policy and legal frameworks. 

    ASSESSMENT CRITERION 2 
    An analysis is undertaken to determine the efficacy of the policies in relation to specific IDP projects. 

    ASSESSMENT CRITERION 3 
    Recommendations are made on how these may be amended to create a more enabling environment for the implementation of the development direction, strategic agenda and key intervention strategies. 

    ASSESSMENT CRITERION 4 
    Corrective actions are undertaken where recommendations are agreed to for implementation.
