PURPOSE OF THE UNIT STANDARD 
This standard will be useful to those learners working within a National or Local Government sector. This standard will enable the learner to apply strategic level development and governance competences to ensure integrated and sustainable processes, outcomes, structures, strategies, planning, implementation management, monitoring and evaluation at a municipal level. This standard will also value to public officials who are seeking to develop a career pathway towards becoming an accomplished integrated development planner or public sector management and administration specialist.

The qualifying learner is capable of:
  • Demonstrating an understanding of the key developmental challenges in a municipality.
  • Identifying and demonstrating an understanding of the interrelationships between the key developmental challenges in a municipality.
  • Demonstrating an understanding of the nature, importance, opportunities and challenges for sustainable development.
  • Demonstrating an understanding of the value, nature, importance of government's development approach to address development challenges in a sustainable and integrated way.

    Demonstrate an understanding of the key developmental challenges in a municipality. 
    OUTCOME RANGE 
  • Development challenges includes the range of issues and underlying causes, and includes references to the extent, severity and urgency of the challenges, as well as an indication of trends and long-term impacts.
  • The concept of development includes reference to various concepts of human development and does not take privileged positions on "developed" versus "underdeveloped".
  • Development challenges include references to current state of services and infrastructure, implications of lack of maintenance, requirements for bulk services, as well as the lack of adequate and standardised statistics and backlogs figures. 

  • ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The nature, implications and underlying causes of developmental challenges in a municipal context are identified. 
    ASSESSMENT CRITERION RANGE 
    Underlying causes of municipal challenges include but are not limited to urbanisation, housing backlogs and needs, HIV/AIDS, limited economic basis and unemployment, socio-economic problems, access to basic services, crime.
     

    ASSESSMENT CRITERION 2 
    The nature and implications of challenges of the apartheid space economy and the relationships between challenges of settlements and surrounding rural areas are identified with examples. 

    ASSESSMENT CRITERION 3 
    The challenges identified are explained within the context of own ward and municipal area. 

    ASSESSMENT CRITERION 4 
    Case studies of typical challenges are examined and solutions to challenges are identified and discussed in relation to own ward and municipal area.

    Identify and demonstrate an understanding of the interrelationships between the key developmental challenges in a municipality.

    ASSESSMENT CRITERION 1 
    The relationships between human development and the development challenges identified are discussed with examples. 

    ASSESSMENT CRITERION 2 
    The interrelationships between the challenges in own context of ward, municipal area and that of the district and/or surrounding municipal areas, as well as provincial and national level are identified and discussed in relation to developed and underdeveloped areas. 

    SPECIFIC OUTCOME 3 
    Demonstrate an understanding of the nature, importance, opportunities and challenges for sustainable development. 
    OUTCOME RANGE 
  • Sustainability is considered in the broader context, sketching global as well as local considerations and indicators. Sustainability is discussed in the context of the LA21, Millennium Development Goals, NEMA and DFA principles. Sustainability is addressed in diverse and specific contexts, i.e. agricultural areas, natural parks, coastal management areas etc., and includes reference to the concepts of environmental impact and management.
  • Development approaches includes the context of constitutional requirements and basic human rights, the NSDP principles, the political mandate, as well as a range of other development, economic, spatial, environmental, land etc. policy imperatives.

    The concept and key pillars of sustainable development is explained using examples to illustrate the meaning.

    The major international and policy directions and implications for sustainable development are identified. 

    ASSESSMENT CRITERION 3 
    The implications of sustainable development within the context of own household, municipality, nation and globe are explained and the importance motivated. 

    ASSESSMENT CRITERION 4 
    Cases and examples of sustainable development practices and possible opportunities for introducing sustainable practices in the context of own household, ward and municipality are identified. 

    SPECIFIC OUTCOME 4 
    Demonstrate an understanding of the value, nature, importance of government's development approach to address development challenges in a sustainable and integrated way. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The constitutional requirements for basic human rights in terms of the provision of basic services to improve quality of life are explained. 

    ASSESSMENT CRITERION 2 
    The importance of integrated planning for sustainable development and effective and sustainable service delivery in own municipal context is explained and motivated. 

    ASSESSMENT CRITERION 3 
    The importance of quality of services and investments, bulk service provision and maintenance for sustainable service provision are summarized within a municipal context. 

    ASSESSMENT CRITERION 4 
    Government's approach to the space economy (NSDP) to ensure sustainable development (quality of life and viable local and regional economies) and to address the apartheid space economy is explained. 

    ASSESSMENT CRITERION 5 
    A range of other key government policies and programmes to address development and the relevance thereof for municipal development are identified (e.g. Breaking new Ground Strategy).
