PURPOSE OF THE UNIT STANDARD 
This standard will be useful to learners working within a National or Local Government sector. This standard will enable the learner to apply strategic level development and governance competences to ensure integrated and sustainable processes, outcomes, structures, strategies, planning, implementation management, monitoring and evaluation at a municipal level. This standard will also value to public officials who are seeking to develop a career pathway towards an accomplished integrated development planner or public sector management and administration specialist.

The qualifying learner is capable of:
  • Demonstrating an understanding of relevant legislation and policies.
  • Demonstrating an understanding of the core powers and functions of a municipal government in terms of relevant legislation and policies.
  • Demonstrating an understanding of the role of other spheres of government and role players in municipal areas.
  • Demonstrating an ability to apply the principles of municipal integrated development planning in relation to other role players and spheres of government. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Learners should be competent in Communication at NQF level 4 and Computer Literacy level 3. 

    UNIT STANDARD RANGE 
  • Municipal plans and processes refer to the range of i.e. budget and financial, sector, operational, performance management, and business planning processes and instruments.
  • A distinction is made between the role of (1) settlements/municipal areas, (2) the role of municipalities, (3) the role of the municipal government and (4) the range of role players involved. The roles of municipalities are differentiated according to type, size, capacity, resources etc. of municipalities, and contextualised in terms of implications for municipal capabilities and capacity requirements. Planning frameworks refer to the SDF, and supporting sector plans, LUMS and municipal by-laws and policies in guiding public and private sector development.
  • The roles of various role players in municipalities refer to current, possible and ideal roles. The importance, challenges and benefits to ensure integration between the three spheres of government, neighbouring municipalities, NGOs, business sector etc. are addressed. The intergovernmental development planning framework refers to the role of the MTSF, PGDS and IDPs and NSDP and the IGR Act.
  • Integrated development planning principles are applied within the context of the Local Agenda 21.
  • Integrated development planning principles in the municipal context are described and interpreted for approaches.

    ASSESSMENT CRITERION 1 
    The term and concept of 'municipality' is explained in terms of the Municipal Systems Act (MSA). 
    ASSESSMENT CRITERION RANGE 
    'Municipality' is used in the context of the Municipal Systems Act and white paper on local government.
     

    ASSESSMENT CRITERION 2 
    The term and concept of 'developmental local government' in terms of the White Paper on Local Government is interpreted in relation to the overall functions of local government. 
    ASSESSMENT CRITERION RANGE 
    Developmental local government is addressed, recognizing the challenges for local government and governance.
     

    ASSESSMENT CRITERION 3 
    The value and role of the 'Integrated Development Planner' are identified in terms of relevant legislation. 

    ASSESSMENT CRITERION 4 
    The purpose and rationale of the various components and process requirements of IDP are explained with examples and the use of case studies. 

    ASSESSMENT CRITERION 5 
    The broad policy framework for development is comprehended and interpreted for integrated development planning at a municipal sphere.

    Demonstrate an understanding of the core powers and functions of a municipal government in terms of relevant legislation and policies. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The role of a municipal government to deliver basic services to improve quality of life of citizens at a household level is summarized. 

    ASSESSMENT CRITERION 2 
    The role of a municipal government to deliver basic services to enable the creation of sustainable human settlements is explained. 

    ASSESSMENT CRITERION 3 
    The role of a municipal government to guide and co-ordinate public sector and private sector investment to create sustainable human settlements through its planning frameworks and policies are explained. 

    ASSESSMENT CRITERION 4 
    The role of the municipal government as an active development agent is explained with examples. 
    ASSESSMENT CRITERION RANGE 
    Examples explored can include but not be limited to embarking on active area marketing, specific local developmental projects, and generating additional income for the municipality.
     

    SPECIFIC OUTCOME 3 
    Demonstrate an understanding of the role of other spheres of government and role players in municipal areas.

    ASSESSMENT CRITERION 1 
    The role and responsibility of provincial and national spheres, planning systems and sector departments in a municipal area and in municipal development are explained. 

    ASSESSMENT CRITERION 2 
    The roles of the private sector, NGOs, CBOs and a range of other role players in the development of a municipal area are identified. 

    ASSESSMENT CRITERION 3 
    The importance of integrated development and partnerships for a municipality to govern is explained. 
    ASSESSMENT CRITERION RANGE 
    Partnerships include but are not limited to public-public, public-private partnerships.
     

    ASSESSMENT CRITERION 4 
    The national and provincial intergovernmental development planning framework is explained briefly.

    Demonstrate an ability to apply the principles of municipal integrated development planning in relation to other role players and spheres of government.

    Demonstrate the importance of and determine ways to ensure democratising of planning and implementation processes and practices and appropriate involvement of various role payers in the governance of a municipal area.

    Demonstrate the importance of and determine ways to ensure the sustainability of municipal planning and implementation. 

    ASSESSMENT CRITERION 3 
    Demonstrate the importance of and determine ways to ensure horizontal and vertical integration and collaboration between different sectors and spheres in prioritisation, resource allocation and implementation.

    Demonstrate the importance of and determine ways to ensure that municipal planning and governance are implementation orientated.

    Demonstrate the importance of and determine ways to ensure strategic thinking and governance.

  • Any individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
