PURPOSE OF THE UNIT STANDARD 
This unit standard is for individuals in the field of safety in society who utilize a patrol dog to assist in searching for and the apprehension of a suspect. This unit standard will contribute towards compliance with tactical-, legal-, and organizational requirements related to patrol dog handling.

Person credited with this unit standard will be able to:
  • Determine the need to utilize a patrol dog.
  • Utilize the patrol dog to apprehend the suspect.
  • Arrest the suspect with the aid of a patrol dog.

    UNIT STANDARD RANGE 
    Patrol dog may refer to a dog that has been trained to exhibit the required conditioned behaviour. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Determine the need to utilize a patrol dog. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The nature of the incident is determined according to information received. 

    ASSESSMENT CRITERION 2 
    Information is gathered at the scene to inform decision-making. 
    ASSESSMENT CRITERION RANGE 
    The scene may include but is not limited to any scene where a patrol dog can be utilized as an aid to search for and apprehend suspects.
     

    ASSESSMENT CRITERION 3 
    Information gathered is analyzed in order to inform the actions to be taken. 

    ASSESSMENT CRITERION 4 
    The utilization of the patrol dog is considered with regards to the capabilities of the dog and safety aspects. 
    ASSESSMENT CRITERION NOTES 
    Decision must be made considering all factors that may influence the performance of the dog. 
    ASSESSMENT CRITERION RANGE 
    Safety aspects may include but is not limited to safety of innocent persons, the dog handler and the dog or any other obstacles that may influence the performance of the dog.

    The dog is prepared for the tasks to be executed. 
    ASSESSMENT CRITERION RANGE 
    Preparation may include but is not limited to using the equipment needed to execute the task and focusing the dog.

    Utilize the patrol dog to apprehend the suspect.

    ASSESSMENT CRITERION 1 
    The application of legal requirements regarding and the use of force is demonstrated in a structured scenario. 
    ASSESSMENT CRITERION NOTES

    ASSESSMENT CRITERION RANGE 
    Legal requirements may include but is not limited to the Constitution of South Africa (Sections 10,12,14,21,25,33,36 and 205(3)), CPA (Sections 20-23, 25-28, 30, 39-40, 43, 48-50).
     

    ASSESSMENT CRITERION 2 
    Dog-handling skills are demonstrated while the dog is executing the required task. 
    ASSESSMENT CRITERION RANGE 
  • Dog-handling skills may include but is not limited to exercise control over the dog and giving of command.
  • Required tasks may include but are not limited to searching for, hidden suspect in a building, open or densely vegetated area in any weather or light conditions.

    Safety precautions are applied while the dog is executing the required task. 
    ASSESSMENT CRITERION NOTES 
    Safety of the innocent people, dog and handler. 

    SPECIFIC OUTCOME 3 
    Arrest the suspect with the aid of a patrol dog. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Safety measures are applied after apprehension of the suspect. 
    ASSESSMENT CRITERION RANGE 
    Safety measures may include but not limited to the approach to the suspect by handler considering personal safety and the safety of the dog and suspect.
     

    ASSESSMENT CRITERION 2 
    Dog-handling skills are applied when withdrawing the dog to minimize injuries. 
    ASSESSMENT CRITERION RANGE 
  • Withdrawing may refer to the dog reacting upon the command to release.
  • Dog-handling skills may include but is not limited to control is exercised over the dog.

    ASSESSMENT CRITERION 3 
    Arresting techniques are demonstrated when arresting the suspect. 
    ASSESSMENT CRITERION RANGE 
    Arresting techniques may include but is not limited to handcuffing and restraining the suspect.
     

    ASSESSMENT CRITERION 4 
    The legal requirements concerning arrest with a dog are demonstrated within a controlled scenario. 
    ASSESSMENT CRITERION RANGE 
    Legal Requirements may refer to but is not limited to:
  • Sections 39 and 49 of the Criminal Procedure Act 51 of 1977.
  • Section 33 of the Constitution of South Africa Chapter two Bill of Rights.

    Legal requirements after arresting a person are explained in a controlled scenario. 
    ASSESSMENT CRITERION RANGE 
    Legal requirements may include but is not limited to Section 50 of the CPA as well as the Second Amendment Act 85 of 1977.
     

    ASSESSMENT CRITERION 6 
    The need for veterinary and or medical treatment is identified in order to cater for the well-being of the dog, handler and the suspect. 
    ASSESSMENT CRITERION NOTES 
    Veterinary treatment may refer to the referral to a veterinarian. Medical treatment may refer to the medical treatment of persons.
