PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for learners who have a technical qualification and who assess the damage to light and/or heavy motor vehicles. It will be useful for learners in Short Term Insurance Claims Departments and for learners who manage motor vehicle risk.

The qualifying learner is capable of:
  • Explaining the purpose of the Road Ordinance.
  • Demonstrating knowledge and understanding of roadworthiness as it is used in the Road Ordinance and applied in motor insurance.
  • Applying the Road Ordinance to motor claim.
  • Relating findings to circumstances of an accident in terms of policy wordings and the Road Ordinance.

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Learners who elect to do this Unit Standard should have a relevant technical qualification. In addition, learners should be competent in Communication and Mathematical Literacy at NQF Level 3. 

    UNIT STANDARD RANGE 
    The typical scope of this Unit Standard is the appropriate Provincial Road Ordinance based on the Road Traffic Act (93 of 1996, as amended) and the accompanying regulations at a basic level of understanding. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Explain the purpose of the Road Ordinance. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The purpose of the Road Ordinance is explained and an indication is given of the consequences of non-compliance. 

    ASSESSMENT CRITERION 2 
    The sections of the Road Ordinance that apply to insurance claims are identified in the Act. 

    ASSESSMENT CRITERION 3 
    The sections of the Road Ordinance that apply specifically to hazardous materials are identified in the Act and an indication is given of the type of license needed to transport hazardous material. 

    ASSESSMENT CRITERION 4 
    The sections of the Road Ordinance that apply to overloading are identified in the Act. 

    ASSESSMENT CRITERION 5 
    The application of the Road Ordinance in policy wordings is identified and explained with reference to an actual policy wording. 

    SPECIFIC OUTCOME 2 
    Demonstrate knowledge and understanding of the concept of road worthiness as it is used in the Road Ordinance and applied in motor insurance. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The term roadworthiness is explained with examples of instances where roadworthiness would apply to a claim. 

    ASSESSMENT CRITERION 2 
    Three examples are given of claims that could be repudiated on the grounds that the vehicle is not roadworthy. 

    ASSESSMENT CRITERION 3 
    Road safety components covered in the Road Ordinance are identified and an indication is given of the requirements for each component and how each component affects the safety of a vehicle and road users in terms of the Ordinance. 

    SPECIFIC OUTCOME 3 
    Apply the Road Ordinance to a motor claim. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The procedures followed for practical checks and tests are described for each road safety component. 

    ASSESSMENT CRITERION 2 
    Procedures used to investigate specifications set out in the Road Ordinance are explained with reference to three different claims. 

    ASSESSMENT CRITERION 3 
    The consequences of a faulty component in relation to a claim are explained for three different claims. 

    SPECIFIC OUTCOME 4 
    Relate findings to circumstances of an accident in terms of policy wordings and the Road Ordinance. 

    ASSESSMENT CRITERIA

    The Road Ordinance is used to support a finding in respect of a claim. 

    ASSESSMENT CRITERION 2 
    A written report is drafted in which a recommendation is made to settle or not settle a claim in relation to the roadworthiness of a vehicle. 

    ASSESSMENT CRITERION 3 
    The potential for fraud relating to roadworthiness and drivers' licenses is explained for two case studies.
