PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for learners who are required to apply geographical knowledge and skill in authentic situations. It will be useful for community based training and should empower members of local communities to manage risk in their environments. It may also be useful for fishers, risk managers, learners in insurance, tour guides, learners doing qualifications in archaeology and rapid response and learners in travel and tourism.

The qualifying learner is capable of:
  • Describing potential hazards in the local context.
  • Explaining where and when hazards occur.
  • Explaining the impact of hazards in the local area.
  • Suggesting ways to minimise the effect of hazards in specific situations. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are competent in Communication and Mathematical Literacy at NQF Level 2. 

    UNIT STANDARD RANGE 
  • Spatial impact refers to impact as it happens on the ground.
  • Indigenous knowledge may be accessed through interviews with elders in the community and the use of recorded and oral history and legends.

    ASSESSMENT CRITERION 3 
    Hazards related to the human environment are identified in local contexts. 
    ASSESSMENT CRITERION RANGE 
    Hazards may include, but are not limited to, epidemics, poor building standards, fire, poor sanitation, unhygienic conditions, crime, public violence, spillages and pollution, old buildings and archaeological activities.
     

    ASSESSMENT CRITERION 4 
    Hazards related to the natural environment are identified in local contexts. 
    ASSESSMENT CRITERION RANGE 
    Hazards may include, but are not limited to, flood, drought, sinkholes, earthquakes, landslides, storms at sea and other weather phenomena, undermined land, lightening and animal related hazards.
     

    ASSESSMENT CRITERION 5 
    Ways in which human factors aggravate natural hazards are identified in local contexts. 
    ASSESSMENT CRITERION RANGE 
    Ways may include, but are not limited to, overgrazing, how and where structures are erected, materials used, excavations and alien vegetation.

    Explain where and when hazards occur.

    ASSESSMENT CRITERION 1 
    The frequency and probability of the occurrence of a variety of hazards are discussed at local level. 

    ASSESSMENT CRITERION 2 
    Spatial knowledge is applied to identify where hazards exist and why they occur in specific places. 
    ASSESSMENT CRITERION RANGE 
    Identification may include, but is not limited to, area, distance, extent, where they do not occur, flood lines, and flood plains, rock types and erosion.
     

    ASSESSMENT CRITERION 3 
    Previous local disasters are investigated using indigenous knowledge and/or regional records or forecasts. 

    ASSESSMENT CRITERION 4 
    Reasons why hazards become disasters are discussed with reference to legends and local examples.

    Explain the impact of hazards in the local area.

    ASSESSMENT CRITERION 1 
    Appropriate strategies are selected and motivated to manage local risk. 

    ASSESSMENT CRITERION 2 
    Local infrastructure is identified and a plan is suggested to deal with emergencies. 
    ASSESSMENT CRITERION RANGE 
    Infrastructure includes, but is not limited to, local services, agencies and structures including relief organisations, electricity supply services, water department, fire brigade, community structures, landowners and Non- Governmental Organisations (NGOs).
     

    ASSESSMENT CRITERION 3 
    An emergency plan is presented spatially to the local community indicating who does what, where and when. 

    ASSESSMENT CRITERION 4 
    Health and safety related rights and responsibilities are identified and an indication is given of action that a community can take in different situations. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Assessors for this unit standard must be registered as an assessor with the appropriate ETQA or with an ETQA that has a Memorandum of Understanding with the appropriate ETQA.
  • Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider through the appropriate ETQA or with an ETQA that has a Memorandum of Understanding with the appropriate ETQA.
  • Moderation of assessment will be overseen by the appropriate ETQA according to the moderation guidelines and the agreed ETQA procedures.
  • Moderators must be registered as assessors with the relevant ETQA, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
