PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for persons who carry out shore-based administration activities.

A person credited with this unit standard will be able to:
  • Apply administration of Maritime occupational safety related regulations
  • Conduct product administration relating to quotas and market requirements.
  • Conduct permits administration.
  • Apply vessel handover administration activities.
  • Act on administrative data from vessels after sea trip.
  • Apply insurance methodologies.
  • Evaluate safety documents and recommend relevant safety improvements.
  • Apply refuelling and fire precautions (E.G. Hot work & Immobilisation Certificates from Port Fire Department).

    Vessel administration activities must be in compliance with following regulations: SAMSA, MOS Regulations. Marine Living Resources Act, Company policies and procedures, HACCP.

    SPECIFIC OUTCOME 1 
    Apply Maritime occupational safety related regulations. 
    OUTCOME RANGE 
    Local Safety Authority, Machine Occupational Safety Regulations, Marine Pollution, Occupational Health and Safety Act (ashore) and Marine Occupational Safety Representative on board, Code of Safe working practices on Fishing Vessels.

    Hazardous fishing related activities are explained in order to implement legislative requirements. 

    ASSESSMENT CRITERION 2 
    Safety standards are explained as set out in the various regulations. 

    ASSESSMENT CRITERION 3 
    Safety processes are implemented, reviewed and recommendations made to comply with the relevant legislation. 

    ASSESSMENT CRITERION 4 
    The different pieces of legislation and their impacts are explained as they relate to the fishing industry. 

    SPECIFIC OUTCOME 2 
    Conduct product administration relating to quotas and market requirements.

    Rights, allocations and processes are explained as per the rights allocation criteria. 

    ASSESSMENT CRITERION 2 
    Market processes and procedures relating to the product quality are explained to meet market standards. 

    ASSESSMENT CRITERION 3 
    Conversion facts applicable to the rights are calculated per specie and processing methods as per processing procedures. 

    ASSESSMENT CRITERION 4 
    Data sheets are compiled, analysed and recorded and submitted to correct authority as per company and legislative requirements.

    Conduct permits/licence administration.

  • Administration includes but is not limited to applying, checking, issuing and reviewing of the permits.

    Fish levies are calculated as per fish landed in accordance with legislative requirements.

    Legislation relating to permits and licences is explained as defined in the regulations.

    Accuracy of permit information is verified as per company requirements.

    Apply vessel handover administration activities.

    ASSESSMENT CRITERION 1 
    Information is relayed to skipper relating to fishing operations using company procedures. 

    ASSESSMENT CRITERION 2 
    Permit requirements are provided to skipper as per legislation. 

    ASSESSMENT CRITERION 3 
    Stores and bunker requirements are handed over to skipper as per company procedure. 

    ASSESSMENT CRITERION 4 
    Sign off of vessel handover is carried out as per company procedure.

    Act on administrative data from vessels after sea trip.

    Administrative data is analysed and filtered to establish suitable outcomes relating to the fishing trip as per company procedure and legislative requirements.

    Shortfalls identified and recommendations made as per company procedure.

    Apply insurance methodologies.

    Insurance methodologies are to be applied to crew and Vessel.

    ASSESSMENT CRITERION 1 
    Insurance procedures and policies are explained as per company procedure and legislative requirements.

    Reports are submitted and follow up is conducted as per company procedure.

    Insurance premiums of vessel and crew are kept up to date and vessel depreciation is calculated as per company procedure.

    Evaluate safety documents and recommend relevant safety improvements.

    Safety documents and reports are obtained and analysed from safety committee of vessels as per company procedure and legislative requirements.

    Recommendations and proposed changes are made to safety officer in line with legislative requirements. 

    ASSESSMENT CRITERION 3 
    Implementation of policies and procedures is overseen as per legislative requirements.

    Apply refuelling and fire precautions (e.g. Hotwork & Immobilisation Certificates from Port Fire Department).

    Re-fuelling certificates are checked for accuracy and validity as per legislative requirements. 

    ASSESSMENT CRITERION 2 
    Hazards relating to re-fuelling and hotwork and precautionary measures that are to be taken are explained in line with defined company procedure in line with legislative requirements. 

    ASSESSMENT CRITERION 3 
    Reports are compiled, evaluated followed up on to ensure adherence to company procedure and legislative requirements.
