PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for persons who will be involved in shore-based fishing operations where they will be responsible for the conducting the arrival and clearances of vessels at shore.

A person credited with this unit standard will be able to:
  • Define procedures relating to arrival and clearing of vessels.
  • Conduct entering and clearing operations.
  • Understand and apply legislation relating to arrival and clearing of vessels.

    Define procedures relating to arrival and clearing of vessels.

    Procedures to be applied in any of the following circumstances: prior to docking, at docking and departure. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Arrival forms are prepared and dispatched to the identified port office as per defined maritime requirements. 

    ASSESSMENT CRITERION 2 
    Quay space booking is planned and arranged for as per defined company and legislative requirements. 

    ASSESSMENT CRITERION 3 
    Vessels are informed of the planned arrival times and of any changes that may occur as per defined company procedure. 

    ASSESSMENT CRITERION 4 
    Moorings and safe accesses are prepared for vessels as per specified mooring requirements. 

    ASSESSMENT CRITERION 5 
    Priorities of various vessels are identified and accommodated as per defined company procedure. 

    ASSESSMENT CRITERION 6 
    Shifting notice requirements are identified as per defined legislative requirements. 

    ASSESSMENT CRITERION 7 
    Permits relating to repairs and maintenance are acquired as per legislative requirements.

    ASSESSMENT CRITERION 1 
    The purpose and application of Vessel Monitoring System is explained as per legislative requirements. 

    ASSESSMENT CRITERION 2 
    Customs and immigrations clearances are obtained after docking and prior to departure as per legislative requirements. 

    ASSESSMENT CRITERION 3 
    Catch statistics book is kept up to date and completed and submitted to marine coastal management as per legislative requirements. 

    SPECIFIC OUTCOME 3 
    Understand and apply legislation relating to arrival and clearing. 
    OUTCOME RANGE 
    Legislation that is applicable may include but not limited to customs, health, immigration, marine coastal, port office, SAMSA accident reporting and SAMSA statistics certificates. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Statutory certificates required on vessels are explained as per the South African Maritime Safety Authority and Maritime and Costal Management requirements. 

    ASSESSMENT CRITERION 2 
    Vessel licences, fishing permits and related health and safety certificates are validated and are on board vessels as per legislative requirements. 

    ASSESSMENT CRITERION 3 
    All vessels reports are collected analysed and dispatched to the relevant parties as per defined company procedure.
