PURPOSE OF THE UNIT STANDARD 
This unit standard is for anyone who needs to conduct an assessment of human rights and democracy practices in communities, taking into account existing practices and structures.

People credited with this unit standard are capable of:
  • Preparing for assessment of human rights and democracy practices
  • Conducting a situational and needs analysis of the community with respect to human rights and democracy practices
  • Making recommendations on human rights and democracy practices for sustainability 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is recommended that learners are competent in the Unit Standard: Demonstrate awareness of the foundations of human rights and democracy before accessing this Unit Standard. 

    UNIT STANDARD RANGE 
  • Learners will have access to the Constitution, Bill of Rights and where available, RDP plans.
  • "Democracy practices" are both procedural and substantive, inclusive of but not limited to regular free and fair electives separation of powers, accountability, transparency and participation.

    The assessment plan is informed by existing background information on the community and provides sufficient detail for conducting an effective situational and needs analysis.

    Background refers to at least languages, demographics, infrastructure.
     

    ASSESSMENT CRITERION 2 
    Stakeholders and roleplayers are identified and arrangements for meetings are made in a consultative and inclusive manner.

    Inclusive refers to the general meaning of the term, but in particular means that vulnerable and/or marginalised groups and individuals are included.

    Preparation meets the requirements of an effective assessment.

    Resources, logistics, documentation and environment.
     

    ASSESSMENT CRITERION 4 
    Information is provided to stakeholders and roleplayers clearly, openly and without bias.

    The assessment plan reflects the inputs of stakeholders and roleplayers and has the potential to guide an effective assessment in line with the assessment brief and purpose.

    Deviations from the plan are justified in terms of situations on the ground, and contribute towards achieving the purpose of the assessment.

    An analysis is carried out in a manner that upholds human rights and democratic values and principles.

    An analysis addresses cultural, political, environmental, geographical and socio-economic dimensions of the community.

    An analysis identifies the resources and practices of the community that contribute towards human rights and democratic practices.

    An analysis provides a current profile of the community.

    Recommendations are consistent with human rights and democratic practices as outlined in the Constitution and Bill of Rights.

    Recommendations focus on redress for deficits in delivery and/or provision, as revealed by the needs analysis.

    Recommendations maximise the use of existing structures and resources.

    Resources include indigenous knowledge systems and resources.
     


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Assessors for this unit standard must be registered as an assessor with the appropriate ETQA or with an ETQA that has a Memorandum of Understanding with the appropriate ETQA.
  • Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider through the appropriate ETQA or with an ETQA that has a Memorandum of Understanding with the appropriate ETQA.
  • Moderation of assessment will be overseen by the appropriate ETQA according to the moderation guidelines and the agreed ETQA procedures.

    Legislature: An officially elected or otherwise selected body of people vested with the responsibility and power to make laws for a political unit, such as a state or nation.

    Mechanism: A system of parts that operate or interact like those of a machine. A process by which something is done or comes into being.

    Organ: A government agency or instrument devoted to the performance of some specific function; "the SAPS is an organ of the government of the South Africa".

    Paralegal: A person with specialized training who assists lawyers.

    Petition: A formal document requesting a right or benefit from a person or group in authority.

    Preamble: A preliminary statement, especially the introduction to a formal document that serves to explain its purpose. The introductory part of a constitution or statute that usually states the reasons for and intent of the law.
