PURPOSE OF THE UNIT STANDARD 
A person credited with this Unit Standard is able to demonstrate an understanding of the theory of transformation, the role of organisational change in South Africa, and the Employment Equity Act (EEA) and how these impact on each other.

In particular, on completion of this Unit Standard, the learner is able to:
  • See employment equity (EE)as a positive development for an organisation
  • Recognise that employment equity can favourably influence the business strategy
  • Discuss the EEA in terms of the history of the country
  • Recognise that the EEA is an integral part of the HRD strategy
  • Enhance organisational awareness of the importance of employment equity
  • Explain various concepts and principles relating to Organisational Transformation and Change Management (OT&CM) 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Learners should be competent in:
  • Computer Literacy at NQF Level 3
  • Mathematical Literacy at NQF Level 4
  • Communication at NQF Level 4 

  • UNIT STANDARD RANGE 
  • Although the learner will gain knowledge of the relevant legislation, he/she will not be expected to act in any legal capacity, or to deliver any legal opinion, based solely on the achievement of this Unit Standard;
  • The learner is not required to be a member of the EE committee;
  • The learner is required to analyse the impact of EE legislation on a specific organisation.

    List (comprehensively) the key elements of the Employment Equity legislation. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The key elements of Employment Equity legislation are listed in a report and presented to interested parties using appropriate media. 

    ASSESSMENT CRITERION 2 
    An analysis is provided of the extent to which these elements feature in the Employment Equity plan of a large organisation. 

    SPECIFIC OUTCOME 2 
    Present an understanding of the link between employment equity and the business strategy. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The business strategy of a company is explained using its key features as explanation. 

    ASSESSMENT CRITERION 2 
    The link between the business and Employment Equity strategies is determined and a report written on the degree of agreement between them. 

    ASSESSMENT CRITERION 3 
    Proposals of how the integration of the two can be improved are tabled with examples. 

    ASSESSMENT CRITERION 4 
    The value of greater integration towards profitability is outlined with examples. 

    SPECIFIC OUTCOME 3 
    Determine whether the appropriate relationships exist between Employment Equity and factors impacting on it. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A list of the factors that impact on Employment Equity is provided in writing, with examples of the role they play. 

    ASSESSMENT CRITERION 2 
    An analysis is provided of what constitutes appropriate relationships between these factors and Employment Equity, with examples. 

    SPECIFIC OUTCOME 4 
    Identify non-compliance with employment equity strategy and purpose. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The labour Practices of an organization are examined to determine the degree of compliance and non-compliance with legislation and a report written for management. 

    ASSESSMENT CRITERION 2 
    A proposal for improvement of compliance is communicated to the Employment Equity Committee in the appropriate format. 

    ASSESSMENT CRITERION 3 
    A proposal is presented on how the employer and employee awareness of Employment Equity can be improved in an organization with examples of what action can be taken. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Accreditation for this Unit Standard shall be obtained from the relevant Education and Training Quality Assurance Body, through summative and formative assessment by a registered assessor
  • Assessors must be registered as an Assessor with the relevant ETQA, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Moderators must be registered as assessors with the relevant ETQA, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Training providers must be accredited by the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.

    Moderation should include both internal and external moderation where applicable.
