PURPOSE OF THE UNIT STANDARD 
This unit standard is for managers and leaders involved in evaluating, planning and managing assessment in General, Further and Higher education, training and development.

People credited with this unit standard are able to:
  • Evaluate current systems for the management of assessment within a learning organisation,
  • Develop an organisational assessment plan,
  • Contribute to and promote assessment policies and quality assurance procedures within the organisation,
  • Support the assessment team, and
  • Monitor and review assessment at organisational level. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The credits have been calculated on the assumption that the average learner will already be familiar with quality management processes, and have achieved the unit standard:
  • NLRD 114924: "Demonstrate understanding of the outcomes-based education and training approach within the context of a National Qualifications Framework". 

  • UNIT STANDARD RANGE 
    "Learning organisation" refers to any public or private institution, company or body that provides education, training and development services to internal or external learners.

    Evaluate current systems for the management of assessment within a learning organisation.

    ASSESSMENT CRITERION 1 
    Assessment needs are identified in terms of individual and organisational developmental objectives. 

    ASSESSMENT CRITERION 2 
    Features and procedures of the current assessment management systems are identified and evaluated in terms of organisational needs and strategic objectives. 

    ASSESSMENT CRITERION 3 
    Gaps and/or weaknesses in the current system are identified in relation to internal management requirements and requirements of relevant external quality assurance bodies. 

    ASSESSMENT CRITERION 4 
    The evaluation identifies barriers to successful implementation of assessment as well as potential transformative uses of assessment within or by the organisation. 

    ASSESSMENT CRITERION 5 
    Recommendations provide for effective ways of addressing gaps and/or weaknesses in the system, while maximizing the transformative potential of assessment in a manageable way. 

    SPECIFIC OUTCOME 2 
    Develop an organisational assessment plan.

    ASSESSMENT CRITERION 1 
    Planning is carried out in cooperation with relevant stakeholders and role-players using appropriate planning techniques. 

    ASSESSMENT CRITERION 2 
    The assessment plan defines practical implementation details in line with organisational needs and resources. 
    ASSESSMENT CRITERION RANGE 
    Details include resourcing, administration, legislative requirements, ethical and industrial considerations, support processes, time frames, assessor support, training strategies and quality assurance procedures.
     

    ASSESSMENT CRITERION 3 
    The plan promotes and provides clear guidance on integrated assessment and RPL. 

    ASSESSMENT CRITERION 4 
    The plan allocates responsibilities for implementation to those involved in assessment in accordance with identified areas of responsibility and skills. 

    ASSESSMENT CRITERION 5 
    The plan clarifies the roles and timing of assessment and moderation in relation to delivery of learning. 

    ASSESSMENT CRITERION 6 
    The plan addresses the needs identified in the evaluation of the current assessment management system. 

    ASSESSMENT CRITERION 7 
    The assessment plan is documented within agreed timeframes and in a manner that facilitates communication and implementation. 

    SPECIFIC OUTCOME 3 
    Contribute to and promote assessment policies and quality assurance procedures within the organisation.

    Contributions promote assessment in line with given assessment principles and maximize the transformative potential of assessment.

    Contributions promote the principles of access, redress, flexibility and RPL.

    Contributions address findings and recommendations concerning the current assessment system.

    Quality assurance procedures are documented and communicated to assessors and all other relevant parties involved in assessment in line with the assessment plan.

    Quality assurance procedures include moderation and appeals.

    Support the assessment team. 
    OUTCOME RANGE 
    "The assessment team" includes assessors, moderators, assessment designers, assessment facilitators and administrators.

    Monitoring activities provide sufficient and valid information on the implementation of the assessment plan.

    Problems and challenges are identified and corrective or supportive actions are sufficient to address the situation in keeping with the assessment plan.

    Monitoring and review activities promote the involvement of and contributions by the various role-players in the assessment process. 

    ASSESSMENT CRITERION 4 
    The assessment plan is evaluated, reviewed, and adjusted to meet the requirements of individuals, the organisation and the relevant external quality assurance body. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Assessors for this unit standard must be registered with the relevant ETQA.

    2. Providers offering learning towards this unit standard must be accredited by the relevant ETQA.

    Methods of Assessment:
  • Appropriate: The method of assessment is suited to the outcome being assessed i.e. is capable of gathering evidence in relation to the intended outcome, and not something else.
  • Fair: The method of assessment does not present any barriers to achievements, which are not related to the achievement of the outcome at hand.
  • Manageable: The methods used make for easily arranged, cost-effective assessments that do not unduly interfere with learning.
  • Integrated into work or learning: Evidence collection is integrated into the work or learning process where this is appropriate and feasible. (Often referred to as naturally occurring evidence).

    Evidence:
  • Valid: The evidence focuses on the requirements laid down in the relevant standard and matches the evidence requirements of the outcome/s at hand under conditions that mirror the conditions of actual performance as closely as possible
  • Current: The evidence is sufficient proof that the candidate is able to perform the assessment outcomes at the time the assessor declares the candidate competent.
  • Authentic: The assessor is satisfied that the evidence is attributable to the person being assessed.
  • Sufficient: The evidence collected establishes that all criteria have been met and that performance to the required standard can be repeated consistently in the future i.e. the performance to standard is not a "once-off".

  • Systematic: The overall process ensures assessment is fair, effective, repeatable and manageable.
  • Open: The process is transparent i.e. assessment candidates understand the assessment process and the criteria that apply and can contribute to the planning and accumulation of evidence.
