PURPOSE OF THE UNIT STANDARD 
This standard is aimed at people who work in or intend to work within a chemical industry and are required to transfer petroleum and chemical products from ships/tankers. This is usually done to and from shore installations.

Learners who acquire the outcomes of this standard will know about and be able to:
  • Demonstrate knowledge of transferring of petroleum and chemical products in bulk
  • Prepare to transfer liquids and/or gases
  • Transfer liquids and/or gases to vessels and/or ships/tankers
  • Carryout the post transferring activities

    UNIT STANDARD RANGE 
    Site instructions include all instructions at a specific site.

    Components of equipment or a transfer system may include:

    Pipelines, hoses, couplings, valves, blinds pumps, instruments (pressure, level flow indicators), control equipment (control valves, process control equipment or systems), 'breaks' in pipe manifold and the vessels from which and to which the substance is transferred. It includes equipment or transferring systems that are fixed installations or the use of loose hoses, valves, pig-traps, blank flanges or siphons, pumps, containers as found small and micro industries.

  • The components of a transfer system are described and the purpose of each component is understood.
  • The state of the loading arms, hoses, aprons, slop tanks, separators (CPI's), transfer lines and other transferring equipment used in the transferring activity is ascertained in accordance with the instruction to transfer liquid and/or gases to or from ships/tankers.
  • Equipment to be used for transfer is prepared to carry out the transfer of liquids and/or gases in accordance with instructions.
  • The equipment/system is depressurised, made safe and returned to the state specified in instructions.

    Consequences of transferring liquids and or gases may include potential damage to equipment, hazards and risk to environment caused by the use of equipment or procedures that are not adequate to handle the liquid and/or gases transferred or fit for the purpose.

  • Pollution prevention and waste management practices are described.
  • The instruction to transfer liquid and/or gases is explained confirming which liquid and/or gases must be transferred, where it must be moved to and how it must be moved. Materials transferred is sampled and evaluated in accordance with site-specific instructions.
  • Emergency procedures, including pollution prevention measures and pre-checking are carried out in accordance with site-specific instructions.
  • Hazards regarding the transferring operation and related environment are identified and precautions are explained in terms of site-specific instructions.
  • Relevant people are informed before, during and after the transferring process in accordance with instructions.
  • Materials transferred is sampled and evaluated in accordance with site-specific instructions.

    Preparation of equipment to be used may include connecting hoses; confirming integrity of pipe/flow route (interlocks, valves and isolation breaks in the piping manifold); clearing blockages, fixing leaks; draining and or flushing lines; ensuring vessels can accommodate quantities to be transferred etc.

    Documents included: Tanker loaders logs & density checks, loading-instructions, production plans, gauge sheets, Certificate of Quality, control logs custody transfers reports (P201) and safety checks.

    All work must be carried out in accordance with safety requirements which include compliance with instructions, use of PPE and safety measurement equipment such as explosive/toxic gas meters, and documentation recording compliance with instructions, condition of bunds, ventilation, fire fighting protection equipment.

    Hazards include pressure, moving equipment, electrical, chemical (explosive, corrosive), heat and process conditions.
