PURPOSE OF THE UNIT STANDARD 
This standard is aimed at people who work or intend to work in the chemical industry at a tank farm, depot or as a driver of bulk chemical tankers and are required to transfer liquids and/or gases to and from vehicles (road or rail). This work is primarily done within the petroleum and chemical industries, but this unit standard may have application where other materials that are potentially dangerous are transferred and transported I bulk.

Learners who want to access the outcomes of this unit standard will know about and be able to:
  • Prepare to transfer liquids and/or gases to or from fixed tanks and vehicle mounted tanks
  • Transfer liquids and/or gases between fixed tanks and vehicle mounted tanks
  • Monitor and maintain tanks during transportation or ensure that the vehicle complies with the requirements for movement [this may include monitor the load in the tank(s) during transportation]
  • Take action during non-routine or dangerous conditions
  • Carry out the post transferring activities

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The following learning is assumed to be in place. Where a learner does not have all the required components, appropriate adjustments in the learning programme are needed.
  • Basic safety, health and environmental issues
  • Operation of equipment
  • Use of language and communication as applied in the chemical industry and the workplace where the learning takes place
  • Introductory knowledge of technology (process chemistry and associated technology) used in the chemical industry as applicable in handling liquids and/or gases in bulk
  • Understanding of quality principles
  • Selection and use of basic tools and materials
  • Licence to operate the vehicle or 'tractor' if the learner is required to move vehicles as part of the filling activities (this may be required in some work contexts)

    UNIT STANDARD RANGE 
    'Site operating instructions' include all instructions necessary for safe work (transfer load into vehicles, ensuring load is secure during transport, as well as acting during non-conforming and dangerous activities) that achieves the required results. These instructions must comply with best practice used in the petroleum and chemical industry or be the equivalent to best practice.

    Where the learner is not required to move the vehicle, monitoring and securing the load will be limited to ensuring that the load is secured safely before the vehicle leaves the depot.

    Where the learner is not responsible for the tanks from which the transfer is made (as in the case for a driver) the learner is required to demonstrate competence regarding the storage of the load in the tank where the load is discharged (typically a client's tank or vessel).

    A typical range of equipment used may include vehicle(s), car pullers, loading arms, earthing cables, load meters, valves, lines, flexible hoses, couplings, filters, pumps, sumps, diversion boxes etc.

    Non-conformance includes blockage of filters, full sumps, leakages, spillages, tanks that are too full to accommodate the loads, vehicles which do not meet the standards specified, documentation non-routine documentation.

    All transfers are measured by weight or volume using meters or other techniques.

    Legislation could include regulations and standards under which these transfers and transportation are carried out, include the Road Transportation Act, ISO 9000 & ISO 14000. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Prepare to transfer liquids and/or gases to or from fixed tanks and vehicle mounted tanks. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The instruction to transfer is explained confirming which liquids and/or gases must be transferred, where it must be moved to and how it must be moved. 

    ASSESSMENT CRITERION 2 
    The liquid(s) and/or gases to be transferred is (are) identified, sampled and inspected to ensure conformance to criteria specified (usually in the site instructions). 

    ASSESSMENT CRITERION 3 
    Availability of an adequate quantity of liquid and/or gas to comply with the instruction is confirmed. 

    ASSESSMENT CRITERION 4 
    The tanks, vehicle and/or transfer lines and other transferring equipment used in the transferring activity are checked and prepared in accordance with the standard operating instruction to transfer liquids/gases. 

    ASSESSMENT CRITERION 5 
    Documentation required for then transferring activity is completed correctly, in accordance with site requirements. 

    ASSESSMENT CRITERION 6 
    Hazards regarding the transferring operation and related environment are identified and precautions are explained in terms of site instructions.

    Deviations from the standard start-up conditions are addressed/reported in accordance with site instructions.
