PURPOSE OF THE UNIT STANDARD 
This standard is aimed at people who work or intend to work in an industry where petroleum and chemical substances (liquids and/or gases) are stored, blended and transferred between tanks. The storage, blending and transferring operations are carried out in tank farms, production depots, distributors or other similar sites.

The principles of storing, blending and transferring petroleum and chemical substances at this level are subsequently the same in terms of the NQF level. The detailed requirements of the specific petroleum and/or chemicals and specific site practices could be considered as variations of context. This means that the standard is applicable in a variety of operations, provided the site-specific instructions (site instructions) used for learning programmes and assessments address best practice and adequate knowledge of the technology applied.

Learners who acquire the outcomes of this standard will know about and be able to:

    UNIT STANDARD RANGE 
    1. 'Site instructions' include all instructions necessary for safe work that achieves the required results.

    2. Reasons for transferring liquids and/or gases may include storage, processing, manufacture and transport needed to complete the manufacturing process.

  • The instruction to transfer liquid and/or gases is explained confirming which liquid/gas must be transferred, where it must be moved to and how it must be moved.
  • The transfer is stopped in accordance with site instructions.

    3. Components of equipment or a transfer system may include:

    Pipelines, hoses couplings, valves, pumps, instruments (pressure, level flow indicators etc.), control equipment (control valves, process control equipment or systems), 'breaks' in pipe manifolds/reticulation and the vessels/tanks. Components and equipment may also include fixed installations or the use of loose hoses, valves, siphons, pumps and containers as found small and micro industries.

  • The state of the vessels, transfer lines and other transferring equipment used in the transferring activity is ascertained in accordance with the instruction to transfer liquid/gas.
  • Equipment to be used for transfer is prepared to carry out the transfer of liquid/gas in accordance with site instructions.
  • The transfer system is returned to the 'stopped' state in accordance with site operating instructions.
  • The tank, contents and the storage condition is checked, inspected and monitored in accordance with site instructions.

    4. Consequences of and dangers relating to transferring liquids and/or gases may include potential damage to equipment, hazards and risk to environment caused by the use of equipment or procedures that are not adequate to handle the liquid and/or gases transferred or stored. It is also applicable to the safety of the entire operation.

    Applicable especially in Assessment Criteria:
  • The state of the vessels, transfer lines and other transferring equipment used in the transferring activity is ascertained in accordance with the instruction to transfer liquid/gas.
  • Hazards regarding the transferring operation and related environment are identified and precautions are explained in terms of site instructions.
  • Deviations from the standard start-up conditions are addressed/reported in accordance with site instructions.
  • Relevant people are informed before the transferring process in accordance with site instructions.
  • Abnormalities of the operation are identified and rectified in accordance with site instructions.
  • The carry-out of emergency actions, should spillage or any other abnormal or hazardous occurrence take place in accordance with site instructions.

    5. State of equipment may include contents, hygiene/contamination, serviceability and availability.

    6. Documents may include work permits, instructions, production plans, control logs.

    7. All work must be carried out in accordance with safety requirements, which include compliance with instructions, use of PPE and safety measurement equipment such as explosive/toxic gas meters, and documentation recording compliance with instructions, condition of bunds, ventilation, fire fighting protection equipment.

    8. Hazards include pressure, moving equipment, electrical, chemical (explosive, corrosive), heat and process conditions.

    Prepare to transfer liquids and/or gases.

    Preparation includes evacuation, purging and/or cleaning of tanks and lines where applicable and may include swinging of blinds.

    Preparation for transfer may also include (re-) commissioning of equipment after maintenance.

    Preparation of equipment to be used may include connecting hoses; confirming integrity of pipe/flow route (interlocks, valves and isolation breaks in the piping manifold); clearing blockages, fixing leaks, draining and/or flushing lines; ensuring vessels can accommodate quantities to be transferred.

    Equipment including tanks, bunds, line, pumps, filters, valves and vents/arrestors and monitoring; pressure monitoring, venting, compressing and control equipment and control instrumentation as used in the petroleum and chemical industries.
