PURPOSE OF THE UNIT STANDARD 
This unit standard has as its core purpose, qualifying learners who will provide and administrate consular and agency services. They will demonstrate an understanding of what a consular services entail and participate in diplomatic desk activities. They will perform administrative duties in a consular office. The qualifying learners will be able to assist South African citizens who are detained or imprisoned abroad. Based on the Vienna Convention on Consular regulations, the qualifying learner must know the rule of law and human rights relating to consular protection of all people in custody outside their own country.

The qualifying learner will be to:
  • Discuss the International Conventions and Treaties on Consular relations and optional protocols.
  • Assist South African citizens abroad in a administrative capacity.
  • Deliver consular services to SA citizens abroad.
  • Administer consular services as per Department of Home Affairs prescripts.
  • Explain the purpose and scope of consular assistance to detainees.
  • Provide ongoing consular assistance to prisoners.
