PURPOSE OF THE UNIT STANDARD 
A person credited with this unit standard will be able to:

Evaluate the meaning of contract in the steel construction industry and the use of contract documentation, prepare and evaluate the impact of preliminary estimates on validity of quotations and alternative offers, prepare preliminary and general schedules, calculate cost of contract and price structural steelwork quotations. Convert cost estimates into quotations, present quotation information to contract teams and negotiate quotations.

Learners who master the applied competence described in this unit standard will contribute to enhanced communication processes between structural steel drawing offices and their respective clientele by compiling accurate estimates based on the standard system of measurement of building work for the steel construction industry and producing quotations from standard contract documentation in accordance with best practice standards.

    Assessment Criteria:

    3.1 Hourly costs per employee are calculated from individual rates of pay and an indication is given of the method of calculation used.
    3.2 Cost of overtime is calculated and an indication is given of how overtime impacts on contract costs and the consequences of this for business.

    4. Specific Outcome:
    Price structural steelwork quotations.

    4.1 Quantities of materials are measured from drawings and an indication is given of how quantities of materials are measured for steel, bolts and paint.
    4.2 Techniques for capturing and calculating data using spreadsheet applications are demonstrated and an indication is given of what data must be captured for calculation purposes.
    4.3 Quantities are converted into cost of materials and an indication is given of the calculation functions used.
    4.4 Number of hours of labour to manufacture a steel assembly is calculated and an indication is given of how steel detail draughting skills have been applied to the calculation process.
    4.5 Welding costs are determined and the meaning of the term welding and its application to costing of labour is interpreted.
    4.6 Cost of equipment is calculated and added to price. An indication is given of the calculation functions used for converting costs of material, labour and equipment into a rate for inclusion in the pricing schedule.
    4.7 Costs for structural steelwork assemblies are determined.

    5. Specific Outcome:

    5.1 An offer is drafted and an indication is given of the factors that have been considered in the formulation of the offer and the nature of the benefits that will be derived from the offer for both parties.

    6. Specific Outcome:
    Present and negotiate quotations.

    6.1 The term profit is defined. Spreadsheet functions are used to add the mark-up to calculated costs. An indication is given of how the calculation functions of the spreadsheet application will be utilised to add mark-up to prices in the Pricing Schedule.
    6.2 Quotations are prepared in accordance with the information requested in the Letter of Request for Quotation (RFQ.) An indication is given of how parts of the spreadsheet can be utilised to communicate price as an alternative to the Pricing Schedule.
    6.3 An index and covering letter are prepared in accordance with the required format. An indication is given of how the Index and covering letter serve as clarification that all requirements of the RFQ have been met.
    6.4 Qualifying clauses (clauses that contradict the RFQ) are presented in covering letters in accordance with the required format.
    6.5 Standard letters that cover every expected condition that could apply to each quotation are designed and an indication is given of how a word processor can be used to omit clauses which are "not applicable".

    1.3 Conditions of contract are analysed and non-performance penalties associated with each condition are evaluated against the capabilities of the company.
    1.4 The strengths and weaknesses of the project team are discussed and an indication is given of how the company will recover costs in the event of non-performance of the project team.

    2. Specific Outcome:
    Present and negotiate quotations.

    Assessment Criteria:

    2.1 The term profit is defined. Spreadsheet functions are used to add the mark-up to calculated costs. An indication is given of how the calculation functions of the spreadsheet application will be utilised to add mark-up to prices in the Pricing Schedule.
    2.2 The moral implications of a request to reduce all or part of price are discussed and an indication is given of how project teams should respond when faced with this situation.
