PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to follow emergency procedures and sea survival techniques. They are also able to provide support in an emergency situation and operate emergency equipment correctly and effectively.

People credited with this unit standard are able to:
  • Demonstrate understanding of survival and emergency notices, procedures and sea survival equipment
  • Assist in abandon ship procedures
  • Assist in retrieving a person overboard
  • Provide support in emergency and survival situations and operate emergency equipment 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The credit calculation is based on the assumption that learners are already competent in terms of the following outcomes or areas of learning when starting to learn towards this unit standard. Competence equivalent to:
  • Communication at NQF Level 2.
  • Mathematics Literacy at NQF Level 2. 

  • UNIT STANDARD RANGE 
    The following scope and context applies to the whole unit standard:
    In compliance with current Maritime Legislation, Codes and Practices, the scope of this unit standard covers the competence to perform survival and emergency procedures as required of a rating on board, e.g. merchant marine, port operations or fishing craft.
    Specific range statements are provided in the body of the unit standard where they apply to specific outcome or assessment criteria. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Demonstrate understanding of survival and emergency notices, procedures and sea survival equipment. 
    OUTCOME RANGE 
    Survival and emergency notices include, but are not limited to: muster lists, hand-over folders, Safety Plan. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The content of familiarisation documentation is described in relation to survival and emergency situations. Handover procedures are carried out in accordance with International Safety Management (I.S.M) procedures. 

    ASSESSMENT CRITERION 2 
    The location and intended function of the vessel`s muster and emergency stations, muster lists, signalling equipment, and sea survival equipment are described, in accordance with vessel`s Safe Ship Management Policy and Procedures and International Conventions. 
    ASSESSMENT CRITERION RANGE 
  • Deck or level, port or starboard, fore or aft, amidships.
     

  • ASSESSMENT CRITERION 3 
    Escape routes from place of work, quarters and social spaces are identified as per Safety Committee guidelines and the importance of providing clear access to emergency exits is described in terms of personal and crew safety. 

    ASSESSMENT CRITERION 4 
    Fire and Safety Regulations, as well as own role and responsibilities, are described and explained as per STCW Code. 

    ASSESSMENT CRITERION 5 
    International safety signs are interpreted in accordance with industry usage and vessel operating and safety procedures. 

    ASSESSMENT CRITERION 6 
    Specific features of operation which may endanger others are described and operating methods indicated to minimise danger are consistent with standing instructions. 

    SPECIFIC OUTCOME 2 
    Assist in abandon ship procedures. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Assistance is offered with a degree of urgency appropriate to the context, and in a manner consistent with the vessel`s abandon ship procedures. 

    ASSESSMENT CRITERION 2 
    Injured and distressed crew are provided with instructions which are consistent with vessel`s abandon ship procedures. 

    ASSESSMENT CRITERION 3 
    Instructions and/or communication from responsible personnel with respect to the abandon ship situation is passed on to other crew members in a manner consistent with vessel`s abandon ship procedures. 

    ASSESSMENT CRITERION 4 
    Emergency locators and/or other emergency devices are activated in accordance with the Skipper`s instructions. 
    ASSESSMENT CRITERION RANGE 
    Emergency equipment includes, but is not limited to: radio, Emergency Position Indicating Radio Beacon (EPIRB).
     

    ASSESSMENT CRITERION 5 
    The operation of life preservation equipment is demonstrated in accordance with the design specifications, and the vessel`s abandon ship procedures. 
    ASSESSMENT CRITERION RANGE 
    Life preservation equipment includes, but is not limited to: personal life preservation equipment, survival suits, life rafts, life boats, life jackets and buoys.
     

    ASSESSMENT CRITERION 6 
    Survival craft launching and retrieval operations is described in line with Standing Operating Procedures and Proficiency in Survival Craft guidelines. 

    ASSESSMENT CRITERION 7 
    Life raft launching procedure is described in accordance with manufacturer`s instructions and as per the safety training manual. 

    ASSESSMENT CRITERION 8 
    Duties carried out during the launching and retrieval of craft are consistent with operator role, scope of competence and vessel operating procedures. 

    SPECIFIC OUTCOME 3 
    Assist in retrieving a person overboard. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Visual contact with person overboard is maintained throughout the retrieval operation, in accordance with the vessel`s emergency procedure. 
    ASSESSMENT CRITERION RANGE 
    Visual Contact, could include but is not limited to: Directly, through reference to objects.
     

    ASSESSMENT CRITERION 2 
    Retrieval techniques are appropriate to the particular conditions, and maintain the safety of the crew and person overboard, in accordance with vessel`s emergency procedures. 
    ASSESSMENT CRITERION RANGE 
    Survival techniques include, but are not limited to: a vessel`s emergency procedures, specific guidelines for survival in cold water.
     

    ASSESSMENT CRITERION 3 
    The consequences of incorrect actions and/or techniques are described with reference to the safety of crew and person overboard. 

    ASSESSMENT CRITERION 4 
    The Commanding Officer is kept informed of the position and status of the person overboard throughout the retrieval process in accordance with standing instructions. 

    ASSESSMENT CRITERION 5 
    Actions carried out to promote survival of retrieved person are appropriate to the particular context, and consistent with survival management procedures. 
    ASSESSMENT CRITERION RANGE 
    Hypothermic, injured, and emotionally and physically stressed.
     

    SPECIFIC OUTCOME 4 
    Provide support in emergency and survival situations and operate emergency equipment. 
    OUTCOME RANGE 
    Operate equipment includes but is not limited to: emergency fire pump, lifeboat engine, Fire Fighting appliances, Life Saving appliances. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The location, purpose and operation of emergency alarms is described in accordance with familiarization procedures. 

    ASSESSMENT CRITERION 2 
    Equipment selected for various emergencies is appropriate to the nature of the emergency, as specified in manufacturer`s specifications and vessel operating and safety procedures. 

    ASSESSMENT CRITERION 3 
    Safety, survival and emergency equipment is operated in accordance with manufacturer`s instructions and standard operating procedures. 

    ASSESSMENT CRITERION 4 
    Responses to emergency situations is appropriate to the nature of the emergency and the scope of operator competence, in accordance with Safety Committee guidelines and/or vessel operating procedures. 
    ASSESSMENT CRITERION RANGE 
    Situations include but are not limited to: Ship Oil Pollution Emergency Plan, fire drills, escape from enclosed spaces, medevac, man overboard, collision, abandon ship, pirate attack.
     


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Providers of learning towards this unit standard will need to meet the accreditation requirements of the relevant ETQA.

    Moderation Option: The moderation requirements of the relevant ETQA must be met in order to award credit to learners for this unit standard. 

    UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
    The following essential embedded knowledge will be assessed through assessment of the specific outcomes in terms of the stipulated assessment criteria. Candidates are unlikely to achieve all the specific outcomes, to the standards described in the assessment criteria, without knowledge of the listed embedded knowledge. This means that for the most part, the possession or lack of the knowledge can be directly inferred from the quality of the candidate`s performance. Where direct assessment of knowledge is required, assessment criteria have been included in the body of the unit standard.
  • An emergency situation is identified and promotes the correct response.
  • Guidance in correct operation of equipment is provided in The Code of Safe Working Practices for Seamen.
  • Prevention of pollution of the marine environment is governed by regulation, (MARPOL) legislated by the International Maritime Organisation.

    UNIT STANDARD ASSESSOR CRITERIA 
    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented.
  • Make sure that evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.

    The following particular issues should be taken into consideration when assessing against this unit standard:
  • All candidates to be assessed for this unit standard are required to provide evidence of competence (obtained by attending an approved course) in the following
    (i) Basic First Aid.
    (ii) Fire Fighting
    (iii) Proficiency in Survival Craft
  • Evidence is required with regard to the candidate being medically fit.
  • Evidence is required with regard to time served at sea.
  • The importance of both safety and due care and consideration for the environment is to be kept in mind when assessing a candidate for this unit standard.
