PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to ensure that a vessel is kept in good appearence and operating condition at all time.

People credited with this unit standard are able to:
  • Prepare tools, materials and equipment.
  • Maintain the surface cleanliness of plant and work areas.
  • Carry out work to maintain and restore hull fabric and fittings.
  • Restore the work area to operational requirements.

  • UNIT STANDARD RANGE 
  • Hull fabric and fittings are defined as: hull timber or steelwork and paintwork, watertight fittings, and sealings arrangement (loadline items), wire, fibre ropes.
  • Repair specifications are detailed in maintenance instructions.
  • Maintenance can be planned, a breakdown, or unplanned.
  • Techniques and procedures include: the application of coatings, lubrication, repair of fittings, rope work and wire work, and routine tests and inspections.
  • Plant and work areas include: machinery spaces, deck spaces, and cargo and stores spaces. Cleaning methods incorporate hand and mechanical cleaning.
  • Variances include: decay, and general deterioration to plant, equipment, and vessel.

    Specific range statements are provided in the body of the unit standard where they apply to particular specific outcomes or assessment criteria.

    Prepare tools, materials and equipment.

    Materials and equipment include but are not limited to: any lifting gear, specialised tools and or measuring instruments required for the task.

    ASSESSMENT CRITERION 1 
    Required permits for work to proceed are identified and obtained in accordance with organisational requirements and the relevant safety codes. 

    ASSESSMENT CRITERION 2 
    Materials, tools and equipment are appropriate to the specific task, and fit for purpose in line with Code of Safe Working Practice. 

    ASSESSMENT CRITERION 3 
    Malfunctions and shortages are identified and reported within a timeframe that minimises downtime, and meets with expected reporting procedures. 

    ASSESSMENT CRITERION 4 
    Preparation of the work area minimizes danger and ensures that the site is safe for work to proceed, in line with legislative requirements; codes of practice and environmental concerns. 

    ASSESSMENT CRITERION 5 
    Access to the work area is free from any obstruction and enables the receiving and safe storage of materials and resources needed for the work to proceed, as per the Code of Safe Working Practice. 

    ASSESSMENT CRITERION 6 
    Materials and equipment are handled, stored and secured during and after use in a manner that complies with safe working practices for seamen.

    Work is planned and conducted in accordance with established safety rules and regulations.

    Cleaning materials and methods used are correct for intended purposes.

    Cleaning does not unduly affect the operation of plant and equipment. 

    ASSESSMENT CRITERION 5 
    Cleaning waste and debris are disposed of promptly and in accordance with approved procedures and legislation. 

    ASSESSMENT CRITERION 6 
    Safety devices are in place during cleaning of operational plant and equipment. 

    ASSESSMENT CRITERION 7 
    Defects and abnormalities observed during cleaning are reported in required time frame and to the designated supervising officer. 

    SPECIFIC OUTCOME 3 
    Carry out work to maintain and restore hull fabric and fittings.

    ASSESSMENT CRITERION 1 
    The condition of hull fabric and fittings, as well as repairs, adaptations, service or replacements of components, are to specification and legislative requirements. 

    ASSESSMENT CRITERION 2 
    Variances from specified condition are reported in required format and time frame in accordance with vessel procedures, legislative requirements, codes of practice, and contractual obligations. 
    ASSESSMENT CRITERION RANGE 
    Reporting requirements: information used to complete maintenance schedules.
     

    ASSESSMENT CRITERION 3 
    Possible contingencies and/or problems are identified, and action taken is correct for the particular situation, in line with accepted industry practice. 

    ASSESSMENT CRITERION 4 
    Necessary isolation and immobilization of machinery or equipment is carried out, in accordance with manufacturer`s specifications and standing instructions. 

    ASSESSMENT CRITERION 5 
    Tools and equipment are used in accordance with their design and purpose and in a manner that protects safety of operator, crew and equipment. 

    ASSESSMENT CRITERION 6 
    Maintenance is carried out under supervision according to the work plan, established safety rules and regulations, manufacturers instructions and good practice. 

    ASSESSMENT CRITERION 7 
    Personal Protective Equipment is worn when performing maintenance tasks in accordance with per Code of Safe Working Practice for Seaman. 

    ASSESSMENT CRITERION 8 
    Maintenance documentation is completed and dispatched to the designated supervising person within required time frames.

    Completion of permits for work and/or transfer procedures.

    Equipment and tools, or any unused materials are stored correctly on completion of the maintenance task as per standing instructions. 
    ASSESSMENT CRITERION RANGE 
    Equipment and tools include but are not limited to: Survival and emergency equipment, spares, working stores, tools, paints, chemicals and all chandlery required to operate a vessel.
     

    ASSESSMENT CRITERION 3 
    Waste material is disposed of according to Marine Pollution (MARPOL) requirements. 

    ASSESSMENT CRITERION 4 
    Work is reviewed and lessons learned are identified, recorded and integrated into future performance.

    UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
    The following essential embedded knowledge will be assessed through assessment of the specific outcomes in terms of the stipulated assessment criteria. Candidates are unlikely to achieve all the specific outcomes, to the standards described in the assessment criteria, without knowledge of the listed embedded knowledge. This means that for the most part, the possession or lack of the knowledge can be directly inferred from the quality of the candidate`s performance. Where direct assessment of knowledge is required, assessment criteria have been included in the body of the unit standard.

  • Prevention of pollution of the marine environment is governed by regulation, (MARPOL) legislated by the International Maritime Organisation.

    UNIT STANDARD ASSESSOR CRITERIA 
    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented.
  • Make sure that evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.

    The following particular issues should be taken into consideration when assessing against this unit standard:
  • All candidates to be assessed for this unit standard are required to provide evidence of competence (obtained by attending an approved course) in the following:
    (i) Basic First Aid.
    (ii) Fire Fighting.
  • Evidence is required with regard to the candidate being medically fit.
  • The importance of both safety and due care and consideration for the environment is to be kept in mind when assessing a candidate for this unit standard.
