PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to prepare equipment to load and off load cargo on a vessel. They will also be able to stow and secure cargo in stores on board a vessel.

People credited with this unit standard are able to:
  • Prepare equipment and the ship for the loading and discharge of cargo
  • Load and discharge cargo and stores
  • Stow and secure cargo and stores 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The credit calculation is based on the assumption that learners are already competent in terms of the following outcomes or areas of learning when starting to learn towards this unit standard:
  • Communication level 2 and Mathematics literacy level 2
  • Basic knowledge and/or skills equivalent to qualification as an Ordinary Seaman 

  • UNIT STANDARD RANGE 
    All operations are carried out from instructions and under supervision.
    Rules, regulations, statutory requirements, and their subsequent amendments include: International Convention on Standards of Training, Certification and Watchkeeping, STCW 95; general harbour regulations; Safe Working Load Regulations; and International Maritime Dangerous Goods Code.
    Cargo operations include: loading, discharging, and internal transfer of cargo and ballast. Securing cargo may be undertaken after loading and during passage when the situation demands additional security.
    Types of cargo may include: unitised, bulk containers, RoRo, deck cargo, refrigerated, dry, and liquid bulk, break bulk, vehicles, livestock, general cargo, and gas and hazardous goods.
    Stores include: paints, fuels, oils, spares, tools, cleaning products, and equipment. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Prepare equipment and ship for the loading and discharge of cargo stores. 
    OUTCOME RANGE 
    Preparation for loading and discharging of cargo includes, but is not limited to: cleaning, repairing, replacing, maintaining, and positioning. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Preparation is carried out in accordance with established safety rules and regulations, and complies with the supervisor`s instructions. 

    ASSESSMENT CRITERION 2 
    Cargo handling equipment is used in line with the manufacturer`s recommendations and statutory requirements. 
    ASSESSMENT CRITERION RANGE 
    Cargo handling equipment includes, but is not limited to: cranes, derricks, and lifting devices; fork lifts; pumps and pipeline systems; hatch and door controls; dry bulk self-discharging systems; tank cleaning and draining equipment; hatch cleaning and draining systems; ballast systems; and hoists (interdeck).
     

    ASSESSMENT CRITERION 3 
    Actions taken in the event of irregularities, damage, or defects are appropriate to the individual`s responsibility and competence. Irregularities beyond the individual`s scope are reported to the supervisor within a time frame which enables the situation to be remedied. 

    ASSESSMENT CRITERION 4 
    Reports of preparation conditions made to the appropriate authority are complete and in the format required by vessel procedures. 

    ASSESSMENT CRITERION 5 
    The vessel is ready and prepared for the receipt of cargo and stores by the agreed time. 
    ASSESSMENT CRITERION RANGE 
    Preparation includes but is not limited to: position and stability, fire fighting equipment, environmental protection equipment.
     

    SPECIFIC OUTCOME 2 
    Load and discharge cargo and stores. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Operations are carried out in accordance with established safety rules and regulations, and comply with instructions of the person in charge. 

    ASSESSMENT CRITERION 2 
    The handling of hazardous cargo items complies with industry codes and legislation. 

    ASSESSMENT CRITERION 3 
    Protective clothing and equipment used during handling of hazardous cargo are appropriate to the nature of the cargo, and are worn and used in accordance with the manufacturer`s instructions. 
    ASSESSMENT CRITERION RANGE 
    Protective clothing and equipment includes, but are not limited to: boots, gloves, suits; helmets, glasses, ear defenders and face masks; and breathing apparatus.
     

    ASSESSMENT CRITERION 4 
    Start up and shut down procedures for cargo loading and discharging equipment are applied in accordance with operating instructions. 

    ASSESSMENT CRITERION 5 
    Actions taken in the event of operational irregularities, damage, or defects are appropriate to the individual`s responsibility and competence. Irregularities beyond the individual`s scope are reported to the supervisor within a time frame which enables the situation to be remedied. 

    ASSESSMENT CRITERION 6 
    Reports of loading and discharge conditions made to the appropriate authority are complete and in the format required by vessel procedures. 

    SPECIFIC OUTCOME 3 
    Stow and secure cargo and stores. 
    OUTCOME RANGE 
    Stowing and securing of cargo includes, but is not limited to: stowing and securing cargo with ropes, chains, wires, slips, bottlescrews, and specialised equipment used in container and RoRo ships; shutting down systems and isolating tanks; ensuring water tightness of hatches and other access; and segregating cargo. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Operations are carried out in accordance with established safety rules and regulations and comply with the supervisor`s instructions. 

    ASSESSMENT CRITERION 2 
    The handling of hazardous cargo items is demonstrated in accordance with industry codes and legislation. 
    ASSESSMENT CRITERION RANGE 
    Hazard determined by: size, weight, construction, and chemical properties of cargo items.
     

    ASSESSMENT CRITERION 3 
    Protective clothing and equipment used during stowing and securing hazardous cargo items are appropriate to the nature of the cargo, and are worn and used in accordance with the manufacturer`s instructions. 

    ASSESSMENT CRITERION 4 
    Irregularities beyond the individual`s scope are reported to the supervisor within a time frame which enables the situation to be remedied. 

    ASSESSMENT CRITERION 5 
    Reports of stowing and securing conditions made to the required authority are complete and in the format required by vessel procedures. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Providers of learning towards this unit standard will need to meet the accreditation requirements of the relevant ETQA.

    Moderation Option: The moderation requirements of the relevant ETQA must be met in order to award credit to learners for this unit standard. 

    UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
    The following essential embedded knowledge will be assessed through assessment of the specific outcomes in terms of the stipulated assessment criteria. Candidates are unlikely to achieve all the specific outcomes, to the standards described in the assessment criteria, without knowledge of the listed embedded knowledge. This means that for the most part, the possession or lack of the knowledge can be directly inferred from the quality of the candidate`s performance. Where direct assessment of knowledge is required, assessment criteria have been included in the body of the unit standard.
  • Guidance in correct operation of equipment is provided in The Code of Safe Working Practices for Seamen.
  • Prevention of pollution of the marine environment is governed by regulation, (MARPOL) legislated by the International Maritime Organisation.

    UNIT STANDARD ASSESSOR CRITERIA 
    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented.
  • Make sure that evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.

    The following particular issues should be taken into consideration when assessing against this unit standard:
  • All candidates to be assessed for this unit standard are required to provide evidence of competence (obtained by attending an approved course) in the following:

    (i) Basic First Aid.
    (ii) Fire Fighting
  • Evidence is required with regard to the candidate being medically fit.
  • The importance of both safety and due care and consideration for the environment is to be kept in mind when assessing a candidate for this unit standard.
