PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to perform watch keeping duties and procedures on board a vessel and is able to maintain a safe and efficient watch whilst the vessel is in port. They are also able to assist with loading activities on board a vessel.

A person credited with this unit standard is able to:
  • Assist with on-board cargo operations.
  • Carry out watch-keeping operations in port.
  • Assist in preparing a vessel for sea.

    The credit calculation is based on the assumption that learners are already competent in terms of the following outcomes or areas of learning when starting to learn towards this unit standard:

    The following scope and context applies to the whole unit standard:

    The scope of this Unit Standard will enable a person to maintain and conduct a safe, efficient watch whilst the vessel is in Port. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Assist with on-board cargo operations. 
    OUTCOME RANGE 
    Securing equipment could include, but is not llimited to: ropes, wires, nets, bottle screws, slip hooks and specialized equipment used on container and RoRo vessels. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    1. Cargo securing equipment is appropriate for the cargo type and anticipated voyage conditions and is used in a safe, seamanlike manner in accordance with instructions. 

    ASSESSMENT CRITERION 2 
    2. Basic tallying of cargo operations are described and explained in accordance with instructions and vessel operating procedures. 

    ASSESSMENT CRITERION 3 
    3. Hazardous cargo signs are identified and precautions taken in accordance with Hazardous Materials (HAZMAT) requirements. 

    ASSESSMENT CRITERION 4 
    4. Damage to cargo and/or any incident involving ships equipment is communicated clearly and concisely to the Duty Officer as per standing instructions. 

    ASSESSMENT CRITERION 5 
    5. Lighting is ensured to be sufficient to facilitate shipboard activities involved in cargo operations, as laid down in Harbour Regulations. 

    SPECIFIC OUTCOME 2 
    Carry out watch-keeping operations in port. 
    OUTCOME RANGE 
    Scope of operation includes, but is not llimited to: gangway and accommodation ladder requirements, flags, signals, patrols. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    1. Gangway watch is maintained at all times in the manner laid down in Harbor Regulations. 

    ASSESSMENT CRITERION 2 
    2. Gangway is inspected at regular intervals to ensure it complies with safety policies as indicated in International Conventions and specified in Harbor Regulations. 

    ASSESSMENT CRITERION 3 
    3. Flags and signals hoisted and lowered at appropriate times are correct in terms of desired communication and vessel standing instructions. 

    ASSESSMENT CRITERION 4 
    4. Fire watch patrols and regular checks of moorings carried out meet standing instructions and Harbor regulations for frequency and thoroughness. 

    ASSESSMENT CRITERION 5 
    5. Wharf, quay or dock area adjacent to the vessel are inspected at time intervals specified in standing instructions. Equipment belonging to the vessel is secured and stowed in accordance with vessel operating procedures. 

    ASSESSMENT CRITERION 6 
    6. The vessels security system with respect to access of visitors, potential stowaways and possible drug smuggling is maintained at all times as per standing instructions and as laid down in Harbor regulations.

    Assist in preparing a vessel for sea.

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    1. Gangway equipment including shore telephone, safety nets, lifebuoys and lighting is readied for removal as per standing instructions. 

    ASSESSMENT CRITERION 2 
    2. Flags and signals appropriate to preparation and departure are hoisted as per standing instructions. 

    ASSESSMENT CRITERION 3 
    3. Record book and visitors permits are checked to ensure all visitors have left the vessel in accordance with Master`s Standing Orders. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    An individual wishing to be assessed against this unit standard may apply to an assessor accredited by the relevant ETQA. Any training provider offering learning that will enable achievement of this unit standard must be registered and accredited by the relevant ETQA.

    Moderation of assessment will be done by the relevant ETQA in its ETQA capacity at its discretion.

    UNIT STANDARD ASSESSOR CRITERIA 
    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented.
  • Make sure evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.
