PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for learners in a financial services environment. It will add value to financial planners, intermediaries financial advisers, healthcare intermediaries, product developers, co-coordinators of medical schemes, financial call centre agents and trustees of medical schemes and retirement funds. It deals with the proposed National Health Policy and the implications for medical schemes, Administrators and wealth management.

    2. The relationship between current legislation and the South African National Health Policy is explained with reference to the National Health Bill, Medical Schemes Act, Medicines and Related Substances Control Act, Pharmacy Act and Healthcare Professionals` Act. 

    ASSESSMENT CRITERION 3 
    3. The roles and purposes of the Minister, Department of Health and the Regulatory Authority are explained in terms of implementation. 

    SPECIFIC OUTCOME 2 
    Interpret potential risk to medical schemes.

    1. The potential viability of medical schemes is analysed with reference to entitlement to prescribed minimum benefits.

    2. The potential viability of existing medical schemes is analysed with reference to public interventions to equalise risk between medical schemes.

    3. The implications of the introduction of a National Health Policy are explained in terms of migration of members between non-state medical schemes and the envisaged State medical scheme.

    4. The impact of National Health Policy on fees and prices charged by healthcare providers and suppliers to non-state and state medical schemes is explained with reference to medicine pricing systems, professional fees and hospital tariffs.

    1. The implications of National Health policy for employee benefit design are explained with reference to prescribed minimum benefits, changes to employer subsidy, tax subsidy and flexibility in the choice of medical scheme options. 

    ASSESSMENT CRITERION 2 
    2. The implications of National Health policy for medical scheme benefit design is explored in terms of scope of benefits, convenience, preferred provider, access to new technology and existence of quality standards. 

    ASSESSMENT CRITERION 3 
    3. Issues of beneficiary entitlement arising out of prescribed minimum benefit legislation are discussed with reference to rights under the South African Constitution.

    Accreditation for this Unit Standard shall be obtained from the relevant Education and Training Quality Assurance Body, through summative and formative assessment by a registered assessor.
  • Assessors must be registered as an Assessor with the relevant ETQA
  • Moderators must be registered as assessors with the relevant ETQA, or with an ETQA that has a Memorandum of Agreement with the relevant ETQA.
  • Training providers must be accredited by the relevant ETQA.
