PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for people who are employed in the management of a local economic development unit.
It introduces the learner to the concepts and tools for staff recruitment with particular reference to the local government environment. It also provides the opportunity for the learner to apply this knowledge under supervision.

People credited with this Unit Standard are able to:
  • Plan and prepare to recruit and select staff on the basis of identified needs
  • Implement the recruitment process in accordance with local government procurement policies and other legal requirements
  • Implement the selection process in accordance with the methodologies identified in the recruitment plan
  • Appoint the staff member(s) and close the recruitment and selection process 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are competent in Communication at NQF Level 4.

    Plan and prepare to recruit and select staff on the basis of identified needs. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    1. The need for additional staff is identified, motivated and discussed in terms of identified results/delivery requirements currently not being achieved as expected in the local economic development unit. 

    ASSESSMENT CRITERION 2 
    2. The needs are consolidated into documents, which provide a description of the job, a specification of the person to fill the post and the conditions of employment offered in terms of standard municipal policy and practice. 

    ASSESSMENT CRITERION 3 
    3. A recruitment plan is compiled to achieve the placement within the limitations of the financial staffing policies and procedures and any budgetary constraints in own work context.

    ASSESSMENT CRITERION 1 
    1. Advertising that meets the minimum municipal quality standards as well as any other agreed quality assurance criteria is placed in a range of media to attract internal and external applicants. 

    ASSESSMENT CRITERION 2 
    2. Applications are acknowledged and preliminary screening and short listing activities are conducted on the basis of fair discrimination principles. 

    ASSESSMENT CRITERION 3 
    3. Appropriate documentation is prepared for submission to the selection process and every unsuccessful applicant to date is notified and given a valid job-related reason for this.

    Implement the selection process in accordance with the methodologies identified in the recruitment.

    3. An offer is made to the preferred candidate after a successful reference checking process.

    3. The recruitment and selection process is reviewed and recommended changes are noted to improve the results in future.

    1. Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    2. Any institution offering learning that will enable achievement of this Unit Standard or will assess this Unit Standard must be accredited as a provider with the relevant ETQ, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    3. Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    4. Therefore, anyone wishing to be assessed against this Unit Standard may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
