PURPOSE OF THE UNIT STANDARD 
A learner credited with this unit standard will be able to conduct simple needs assessment in a local community. The learner will be provided with a brief and a set of instructions that include parameters.

The learner will also be able to analyse and prepare the information in a report and present it to seniors. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
A learner studying towards this standard is assumed to have a fair understanding of the general social development processes in the country such as the Reconstruction and Development Programme, local development forums as well as the roles of local government and Departments of Education, Social Development, Health and other relevant state departments. 

UNIT STANDARD RANGE 
  • At NQF Level 4, the research methodology is restricted to simple quantitative and qualitative methods and participation in surveys, appraisals, interviews, community consultations, census processes and basic documentary research.
  • Basic needs assessment skills are demonstrated in a group context e.g. a community meeting, a structured learning programme, or in a meeting with donors or state resource providers.
  • Relevant data should be collected from outside and inside the community.
  • The supervisor will assist the learner by limiting the scope of the project.

    3. Practical negotiating skills with stakeholders are demonstrated. In such a demonstration the background of the basic needs assessment is explained to the community.

    Accredited providers may establish or refine moderation procedures and systems in line with the requirements of the relevant ETQA.

    An external moderator may moderate the results of learners. External moderators should provide reports not only on the fairness and consistency of assessment, but also on the validity of the assessment design in terms of the specified outcomes.

    UNIT STANDARD ASSESSOR CRITERIA 
    Anyone assessing a learner against this unit standard could be employed as a development practitioner in the same provider institution with at least a level 5 Qualification and work with a registered assessor in development practice with the relevant ETQA.

    Registered Assessors must have a level 5 qualification in development practice and prior or concurrent experience as a development practitioner.
