PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
The purpose of this qualification is to prepare a learner to operate as an Onsetter.

A qualified learner will be able to:
  • Load, unload and transport persons, materials, explosives and minerals in underground mining shafts.
  • Discuss and explain critical aspects of the Onsetter's work.
  • Explain the legal requirements related to the Onsetter's work.

    Rationale:
    The Occupational Certificate: Crane or Hoist Operator (Onsetter) is designed to provide learners with basic knowledge and understanding of crane or hoist operation. It specifically prepares a learner to operate as an Onsetter. An Onsetter loads, unloads and transports persons, materials, explosives and minerals in underground mining shafts. The Mining industry requires the transportation of persons, materials, explosives and minerals by means of conveyances to and from the underground workings of the mine in vertical or incline shafts. This qualification makes it possible for qualified Onsetters to carry out shaft operations in relation to a winding engine. The qualification also meets the requirements of the Department of Mineral Resources in terms of an Onsetter qualification.

    Learners will be employed in the Mining industry. This qualification will also improve the standard of training and assessment across all sites. This will result in better operational quality and safety and improve the mobility of Onsetters. In general the career progression for Onsetters will be to occupations in other parts of the mine, e.g. Training, Engineering or Mining Operations. Some Onsetters will progress to become Winding Engine Drivers.

    Recognition of Prior Learning (RPL):
    RPL for access to the external integrated summative assessment: Accredited providers and approved workplaces must apply the internal assessment criteria specified in the related Curriculum document to establish and confirm prior learning. Accredited providers and workplaces must confirm prior learning by issuing a statement of result or certifying a work experience record.

    ASSOCIATED ASSESSMENT CRITERIA 
    Associated Assessment Criteria for Exit Level Outcome 1:
  • The loading, transporting and unloading of persons, materials, explosives and minerals are performed according to site-specific procedures.
  • All signalling systems and safety devices are identified and used correctly.
  • All instructions are outlined accurately, distinct and clear.
  • Signals are interchanged and transmitted correctly.
  • All work-related hazards are identified and measures are taken to eliminate, control and minimise risks related to safety and health.

    Associated Assessment Criteria for Exit Level Outcome 2:
  • All safety devices are identified and their function is explained.
  • An understanding of how to respond to emergencies and out-of-the-ordinary situations is demonstrated.

    Associated Assessment Criteria for Exit Level Outcome 3:
  • All the legal requirements in relation to the Onsetter's work are described and explained.
  • Typical work-related hazards and the measures to eliminate, control and minimise them, especially those related to health and safety, are described and explained.

    Integrated Assessment:
    Integrated Formative Assessment:
    Skills development providers will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated external summative assessment.

    Integrated Summative Assessment:
    An external integrated summative assessment, conducted through the relevant Quality Council for Trades and Occupations (QCTO) Assessment Quality Partner is required for the issuing of this qualification. The external integrated summative assessment will focus on the Exit Level Outcomes and Associated Assessment Criteria. The external assessment will be conducted by means of an on-the-job observation by a registered assessor and an assessment of understanding of various processes by a panel of at most 3 persons of which one must be a registered assessor.

    The Crane Inspection and Certification Bureau in the United States of America (USA) offer a Mobile Crane Operator Training programme. This programme is specifically designed to upgrade the existing knowledge and skill levels of experienced Operators, Trainees, Safety Personnel, Inspectors, Maintenance Personnel, Managers and Supervisors. The information provided in the classroom is reinforced with hands-on application sessions on mobile cranes.     The Northern Alberta Institute of Technology (NAIT) in Canada offers a Crane and Hoisting Equipment Operator qualification. This qualification provides learners with the basic skills needed to be successful in the trade through theory instruction and hands-on practice. Theory and practical classes concentrate on operating safety practices, including:
