PURPOSE AND RATIONALE OF THE QUALIFICATION |
Purpose:
The purpose of this qualification is to prepare a learner to operate as a Footwear Lasting and Closing Production Machine Operator. A qualified learner will be able to: Rationale: The Occupational Certificate in Footwear Lasting and Making Production Machine Operator is designed to provide learners with basic knowledge and understanding to operate as Footwear Lasting and Making Production Machine Operators and prepare them for employment and/or career advancement in the Footwear Industry. The Footwear Industry in South Africa is challenged by footwear producers from countries like China, Korea and the like which have entered the South African market with mass-produced goods. This competition has implications for the staff at bottom levels in the industry, as company profit margins have declined. In this regard, organisations have opted for the development of skills in order to enhance productivity and the production of quality products. This approach will enable businesses to be sustainable. This qualification is in line with sector national skills development strategies as it identifies and addresses critical and scarce skills in the Footwear Industry Sector. |

Associated Assessment Criteria for Exit Level Outcome 1:
Associated Assessment Criteria for Exit Level Outcome 2: Associated Assessment Criteria for Exit Level Outcome 3: Associated Assessment Criteria for Exit Level Outcome 4: Integrated Assessment: Integrated Formative Assessment: Skills development providers will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated external summative assessment. Integrated Summative Assessment: An external integrated summative assessment, conducted through the relevant Quality Council for Trades and Occupations (QCTO) Assessment Quality Partner is required for the issuing of this qualification. The external integrated summative assessment will focus on the exit level outcomes and associated assessment criteria. |

New Zealand Qualifications Authority:
The National Certificate in Footwear (Level 2) is registered on the New Zealand Qualifications Framework. This qualification provides learners with skills in a range of footwear operations, and provides them with knowledge of footwear construction and manufacturing. London College of Fashion: The London College of Fashion in the United Kingdom offers a qualification in Footwear. This qualification introduces learners to the use of a variety of industrial machines. Learners are taken through foot anatomy in relation to the size fitting system and are introduced to a choice of contemporary last and heel options to construct footwear. Learners are also taken through creating a pattern, and are taught and shown how to cut and sectionalise all the individual pieces of the patterns. The qualification also deals with knowledge and skills needed to identify the different upper materials and hand cutting techniques as well as the many methods of shaping, forming and stitching involved in constructing a completed pair of footwear. Conclusion: This qualification compares favourably with the National Certificate in Footwear offered in New Zealand and the Footwear course offered by the London College of Fashion. The content of the qualifications are similar as they share aspects such as technical machine operations which include rand laying, moulding, lasting, heel attaching, insole attaching, heel covering and pattern creating. |
