The qualification content is currently being updated for the qualifications with the status “Registered-data under construction” or showing “DETAILS UNDER CONSTRUCTION” to ensure compliance with SAQA’S Policy and Criteria for the registration of qualifications and part-qualifications on the National Qualifications Framework (NQF) (As amended, 2022). These qualifications are re-registered until 30 June 2027 and can legitimately be offered by the institutions to which they are registered.

 

In all of the tables in this document, both the pre-2009 NQF Level and the NQF Level is shown. In the text (purpose statements, qualification rules, etc), any references to NQF Levels are to the pre-2009 levels unless specifically stated otherwise.  

PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
The purpose of the Advanced Diploma in Credit Management is to equip learners with knowledge, skills and competencies to perform or conduct any credit-related activity within credit departments of various organisations. The qualification prepares learners to conduct preliminary research and to perform operations relating to consumer and corporate credit. On completion of the qualification, learners will be able to further their career in credit management by registering for a Postgraduate Diploma in Credit Management. This qualification has the potential to enable learners to take advantage of promotion opportunities in the workplace.

Upon completing the qualification, learners will be able to:
  • Supervise tasks related to loan processing, business ethics, estates, business law, financial statements, business finance and office management in general.
  • Analyse financial statements of companies applying for credit, as a further tool in advanced credit risk analysis.
  • Supervise the implementation of a performance management system.
  • Acquire and monitor insurance policies as control measures for the credit department, to ensure a higher level of loss prevention.
  • Promote ethical business practices within the context of granting of credit.

    Rationale:
    The Advanced Diploma in Credit Management equips learners with advanced skills in the credit environment to assist them to be more competent and ready for a range of positions within the credit department of any organisation.

    The qualification is therefore primarily aimed at continuing professional development through the inculcation of a deep and systematic understanding of the current thinking, theories, methodologies and practices in the area of credit management specialisation.

    The qualification also equips learners with advanced skills in the credit environment that will assist them to be more competent and ready for any supervisory position within a credit department of any organisation. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Recognition of Prior Learning (RPL):
    This qualification may be achieved in part through the recognition of relevant prior learning which includes formal, informal and non-formal learning and through prior experience as a practitioner in the field of Credit Management.

    Learners who do not meet the minimum entry requirements may be admitted through RPL.

    Providers are required to develop structured means for the assessment of individual learners against the exit level outcomes of the qualification on a case-by-case basis and assessment is done by means of Integrated Assessment strategies. Such procedures, and the assessment of individual cases, are subject to moderation by independent assessors. The learner will be thoroughly briefed on the mechanism to be used. Support and guidance will be provided. The necessary evidence must be current, sufficient, valid and authentic. If the learner is able to demonstrate competence in the knowledge, skills, values and attitudes implicit in this qualification the appropriate credits will be assigned to the learner.

    Entry Requirements:
    The minimum entry requirement is:
    A Diploma in Credit Management at NQF Level 6.
    Or
    A relevant bachelor's Degree at NQF Level 7.

    This qualification consists of compulsory modules at NQF Level 7 amounting to 120 Credits.

  • EXIT LEVEL OUTCOMES 
    1. Supervise loan applications from and allocations to customers and debt collections for the Credit Departments of various institutions.
    2. Review the procedures and processes to be followed in the recovery of debt in accordance with the National Credit Act.
    3. Analyse financial statements of companies applying for credit, as a further tool in advanced credit risk analysis.
    4. Acquire and monitor insurance policies as control measures for the Credit Department, to ensure a higher level of loss prevention.
    5. Supervise the implementation of a performance management system.
    6. Promote ethical business practices within the context of granting of credit.
    7. Demonstrate an ability to use a range of specialised skills to identify, analyse and address complex or abstract research problems drawing systematically on the body of knowledge and methods appropriate to a field, discipline or practice.
    8. Demonstrate the ability to apply theoretical and analytical financial models. 

    ASSOCIATED ASSESSMENT CRITERIA 
    Associated Assessment Criteria for Exit Level Outcome 1:
  • Loan applications from and allocations to customers are supervised.
  • Debt collection for the credit department is supervised.
  • Knowledge of the concepts and principles of credit, recovery of debt and insolvency is understood and explained.
  • The credit management process is analysed, evaluated and plans for strategic improvements is shown.
  • The financial statements of applicants are analysed and interpreted and the data is used in the compilation of reports.

    Associated Assessment Criteria for Exit Level Outcome 2:
  • Procedures and processes in the recovery of debt are reviewed in accordance with the National Credit Act.
  • All procedures and processes are followed according to the prescribed laws.

    Associated Assessment Criteria for Exit Level Outcome 3:
  • Financial statements of companies are analysed.
  • The Creditworthiness of companies is assessed.
  • Credit score reports are developed.
  • The overall cash flow through the firm in terms of operating flows, investment flows and financing flows is described.

    Associated Assessment Criteria for Exit Level Outcome 4:
  • Insurance Policies are acquired.
  • Insurance Policies are monitored to ensure low level of loss.

    Associated Assessment Criteria for Exit Level Outcome 5:
  • The implementation of a performance management system is supervised.
  • The differentiation between different job specifications and the development of job descriptions for a credit department is understood.
  • A performance appraisal system is developed.
  • A training system for a credit department is developed and an implementation process is outlined.

    Associated Assessment Criteria for Exit Level Outcome 6:
  • Commitments and promises made to customers in terms of credit agreements are honoured.
  • All ethical issues of the business are complied with.

    Associated Assessment Criteria for Exit Level Outcome 7:
  • A range of specialised skills are used to identify and analyse complex or abstract research problems.
  • A body of knowledge and methods which are appropriate to a field, discipline or practice are used to address complex or abstract research problems.

    Associated Assessment Criteria for Exit Level Outcome 8:
  • Cash flow and financial planning are illustrated.
  • Time value of money is applied.
  • Bond valuation is explained and applied.
  • Risk and return concepts are explored and applied.
  • Cost of capital is calculated.
  • Capital budgeting techniques are evaluated and utilised.
  • Stock valuation is explored and applied.
  • Dividend policy is applied.

    Integrated Assessment:
    The overall assessment strategy of the institution is that of integrated assessment which is evident in the approach to the assessment of applied competence. Integrated assessment implies a planned combination of formative and summative assessment strategies with varying ratios, depending on the level (year) of study where formative assessment implies being supportive to learning, non-judgmental and focused on providing constructive feedback or criticism to the learner, takes place during the learning process and informs planning of future learning activities.

    Summative assessment implies assessment to be mainly concerned with summing up the learning process and therefore usually takes place at the end of the relevant learning process.

    A combination of summative assessment methods is applied in this qualification, i.e. tests, theoretical examinations, practical examination and project assessments case studies and case presentations, written assignments. These methods of assessments are appropriate to the teaching mode and the notion of constructive alignment is applied. Outcomes and assessment criteria are communicated to learners in writing in the study guides.

    Formative and summative assessment:
    As indicated, formative assessments include a minimum of two assessments, either in tests, projects or case studies.

    The Summative assessment includes the final examination:
    The institution has an appropriate assessment policy and procedures for all modes of delivery in all its qualifications. The policy makes provision for: internal assessment of learning achievements by academic staff responsible for teaching of modules of the programme in a system that includes internal and external moderation of learners' learning achievements; appointment of appropriately qualified moderators; monitoring of learner progress in the course of the qualification; ensuring the validity and reliability of assessment practices; secure and reliable recording of assessment results; settling of learner disputes regarding assessment results.

    Assessment is an integral part of the top down curriculum development process followed at the institution with a strong focus on constructive alignment of teaching, learning and assessment processes. The assessment tasks are aligned to achieving the Exit Level Outcomes. 

  • INTERNATIONAL COMPARABILITY 
    The Sri Lanka Institute of Credit Management presents an Advanced Diploma in Credit Management. The modules for the Advanced Diploma in Credit Management are: Principles of Credit Management; Principles of Law for Credit Management; Credit: An Organisational Perspective; Application to Credit Management; and Business Communication. In addition to these modules, learners are required to successfully complete a Research Report in Credit Management in order to obtain the qualification.

    The Chartered Institute of Credit Management (CICM) in the United Kingdom offers a Diploma in Credit Management.

    The Diploma in Credit Management is accredited and regulated by the Office of Qualifications and Examinations Regulation (Ofqual). This qualification comprises six (6) compulsory modules without any electives. These modules are Strategic Planning, Compliance with legal, regulatory, ethical and social requirements, Advanced Credit Risk Management, Process Improvement, Strategic Communications and Leadership and Legal Proceedings and Insolvency. The qualification offers both theoretical and practical skills and establishes a clear commitment to career development and progression.

    The qualification is designed to ensure that qualifying learners attain, among other things, essential knowledge about key credit management areas; opportunities to carry out useful projects at work and learn new skills, e.g. report writing, process improvement project self assessment, project management; increased ability to innovate, lead teams and operate in complex business environments; and graduate status and the option to progress to higher level qualifications.

    Conclusion:
    The Advanced Diploma in Credit Management compares well with the qualifications from Sri Lanka and the UK in the following respects: similarities of modules addressing credit issues in institutions and the purpose of the UK qualification.
