The qualification content is currently being updated for the qualifications with the status “Registered-data under construction” or showing “DETAILS UNDER CONSTRUCTION” to ensure compliance with SAQA’S Policy and Criteria for the registration of qualifications and part-qualifications on the National Qualifications Framework (NQF) (As amended, 2022). These qualifications are re-registered until 30 June 2027 and can legitimately be offered by the institutions to which they are registered.

 

In all of the tables in this document, both the pre-2009 NQF Level and the NQF Level is shown. In the text (purpose statements, qualification rules, etc), any references to NQF Levels are to the pre-2009 levels unless specifically stated otherwise.  

PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
The purpose of this qualification is to provide learners with knowledge and skills that will enable them to operate effectively as practitioners or managers in the tourism industry. A qualified learner will be able to:
  • Identify and describe key tourist destinations, attractions and events in South Africa and Africa.
  • Understand the concept of tourism, the tourism system and major role-players involved.
  • Introduce strategic management in a tourism establishment.
  • Understand the role of marketing research in tourism marketing.
  • Understand the distribution channels and their role in the tourism industry.

    Rationale:
    The Diploma in Tourism Management provides learners with detailed knowledge and skills necessary for the management of tourism. This qualification is designed to develop the abilities and skills of learners so that they can demonstrate focused knowledge in the field of tourism.
    It has been reported that South Africa is in need of suitably qualified practitioners in the field of tourism and measures need to be taken to address the challenges of expansion in the tourism-related industries in South Africa. The prevalence and increased establishment of tourism associated facilities and related activities and the emphasis placed by tourists on the acceptable management of such facilities and activities, brings with it an increased need for incumbents with tourism associated management skills.

    This qualification also aims to provide learners with a broad understanding of the operational aspects of the national and international tourism industry, together with knowledge of the basic principles which underpin the industry. This qualification will enhance learners' opportunities to find employment as tour operators, travel agents, tour guides, guest house/hotel managers, tourism event organisers, either within a relevant organisation or company, or through entrepreneurship. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Recognition of Prior Learning (RPL):
    Learning that has been acquired through formal, informal and non-formal means is recognised for the fulfilment of the requirements of this qualification or part of the qualification. Through assessment practices, the learner must demonstrate competence in the knowledge, skills, values and attitudes implicit in this qualification. RPL is performed by means of Integrated Assessment.

    RPL allows for accelerated access to further learning, for access to the qualification by learners who do not meet the entry requirements and to award credits for learning already acquired. All Recognition of Prior Learning is subject to a quality assurance process by the relevant Quality Council and is conducted by a registered workplace assessor.

    Associated Assessment Criteria for Exit Level Outcome 1:
  • Maps and other source documents are used to locate and identify major tourist destinations, attractions and events in South Africa's nine provinces including Lesotho and Swaziland.
  • Promotional materials are designed for the local community of South Africa's nine provinces and of Lesotho and Swaziland.
  • Advice is given to both business and leisure customers on all aspects of travel within Southern Africa and Central Africa.
  • A trip is structured according to the customers' needs and budget, bookings are made and the documentation necessary for travel is obtained.

    Associated Assessment Criteria for Exit Level Outcome 2:
  • Tourism is defined in appropriate terms and in different contexts.
  • Tourist attractions and tourist-related facilities at various destinations are identified and described as a component of the tourism product.
  • Accessibility is defined and described as a component of the tourism product.
  • Price is contextualised as a component of the tourism product.
  • Tourism is understood as a sustainable resource requiring responsible tourism development.
  • Role-players in the tourism system as well as attractions, accommodation, transport, intermediaries and private and public sector support services are identified.

    Associated Assessment Criteria for Exit Level Outcome 3:
  • Strategic planning processes are understood and described.
  • A typical tourism company's vision and mission or purpose are defined and compiled.
  • Environmental scanning is defined and applied.
  • Strategic analysis and choice of management applications in the tourism environment are undertaken.
  • Organisational objectives are identified, the strategic control process is described and tourism strategy is implemented.

    Associated Assessment Criteria for Exit Level Outcome 4:
  • Different types of research used in tourism and their differences are understood.
  • Steps in the marketing research process are listed and explained.
  • Main sources of tourism data are identified.
  • The advantages and disadvantages of conducting secondary data collection are assessed.
  • The advantages and disadvantages of various types of survey methods are compared.
  • The importance of customer satisfaction research is understood.
  • The importance of questionnaire layout, structure and presentation is demonstrated.
  • A well-structured marketing research report is produced.

    Associated Assessment Criteria for Exit Level Outcome 5:
  • The role of distribution channels within the industry is understood.
  • The role played by tour operators, travel agents, and other tourism intermediaries is explained.
  • The impact of information technology on distribution channels is explained.
  • The factors that influence the choice of distribution channels in various sectors of the Southern African tourism industry are explained.

    Integrated Assessment:
    The institution is responsible for the setting of formative and summative assessment tools. The marking of assignments, projects and examinations marks is carried out in accordance with the pre-determined Associated Assessment Criteria. Assessment marks will be moderated and verified.

    Formative Assessment:
    Formative assessment methods include:
  • Class Tests.
  • Semester Tests.
  • Practical projects/assignments.
  • Research and project based assignments.

    Summative Assessment:
    Summative assessment method include:
  • Semester Examination.

    Summative assessment is making a judgement about achievement. Learner-readiness determines whether a learner will qualify for the examinations. It is required that the assignments are submitted in order to write an examination in each module.

    Summative assessment occurs:
  • At the end of each study cycle of learning.
  • Is used to determine whether the learner is competent in the required knowledge and skills.

    Summative assessments are moderated per module of learning, in order for all learners to be fairly assessed against the Exit Level Outcomes. 

  • INTERNATIONAL COMPARABILITY 
    Institute of Hospitality:
    The Institute of Hospitality in the United Kingdom offers a Diploma in Advanced Hospitality and Tourism Management. This qualification introduces learners to leadership within the Hospitality and Tourism sector enabling learners to apply knowledge of management and leadership concepts and theories through analysis and critical appreciation of the Hospitality and Tourism sector. It also provides learners with the opportunity to analyse and evaluate the impact of the changing operating environment in the Hospitality and Tourism sector and also enables them to manage their own professional development.

    Macleay College:
    The Macleay College in Australia offers a Diploma of Business Management in Travel and Tourism. This qualification covers all the practical skills needed in the travel and tourism industry. Learners learn about the current and future direction of tourism, the laws that affect the industry, the codes used in airline reservations, ticketing, eco- and specialist tourism, visiting a local travel consultant or a major tour operator and learning about how a travel agency operates.

    This qualification also includes a Business Enterprise Project that is guided by a mentor and is designed to give learners the practical experience of running a business while working in a team setting.

    Conclusion:
    This qualification compares favourably with both qualifications offered in Australia and the United Kingdom, although the regulations and legislation dealt with differs from country to country. All qualifications equip learners with skills to manage their own tourism operations. Learners are informed of developments and also prepared for future developments and changes within the tourism industry.

    This qualification offers articulation possibilities with qualifications offered by Centurion Academy. They are;
