PURPOSE AND RATIONALE OF THE QUALIFICATION |
Purpose:
The purpose of this qualification is to produce fully competent hairdressers. Learners will acquire skills needed as hairdressers such as, hair and scalp treatments, cuts and styles hair, and they must be able to perform chemical hairdressing services in a professional, safe and environmentally responsible manner. On the completion of this qualification, a qualified learner is expected to: Rationale: The Occupational Certificate: Hairdresser is a three year qualification designed to respond to a short supply of hairdressers in the personal care sub-field. A learner is expected to undergo a process of theory and practice to ensure that they have enough skills needed to be employable and will be able to practise in their own rights. This is to ensure that professional standards in hairdressing are adhered to and put into practice. The industry has been frustrated in its efforts to access the trade test for eligible persons in terms of the past regulatory framework. This resulted in a large number of persons working in the industry without any recognition as qualified trade persons. This qualification reconceptualises the qualification for Hairdressers as a single qualification, culminating in a trade test and the recognition of qualified Hairdressers as trade persons. Qualified persons will be able to deliver professional services with high regard of personal and environmental safety. The process of developing this qualification included consultation with, and participation of different role-players which include, the Afro Hairdressing and Beauty Employers Association of Southern Africa, the Employers Organisation for Hairdressing, Cosmetology and Beauty Industries, and the United Association of South Africa (UASA), including a Trade Union. |

Recognition of Prior Learning (RPL):
RPL for access to the external integrated summative assessment: Accredited providers and approved workplaces must apply the internal assessment criteria specified in the related Curriculum document to establish and confirm prior learning. Accredited providers and workplaces must confirm prior learning by issuing a Statement of Result or certifying a Work Experience Record. RPL for access to the qualification: Accredited providers and approved workplaces may recognise prior learning against the relevant access requirements. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated external summative assessment. Integrated summative assessment: The external summative assessment will be a trade test conducted in terms of Section 26 D of the Skills Development Act, 1998 (Act No. 97 of 1998) through an evaluation of written and practical tasks covering critical aspects of the trade, and conducted in a simulated environment at an assessment centre accredited by QCTO by an Assessor registered by the National Artisan Moderation Body (NAMB). The assessment will take place over a minimum of 2 days. |

Melbourne College:
The Melbourne College in Australia offers a Certificate II in Hairdressing. This qualification provides learners with employability skills in hairdressing. Learners are taught how to, provide assistance to other operators, interact with customers and provide customer service, follow workplace safety procedures, provide assistance to colleagues and develop hairdressing industry knowledge. Related modules include, shampooing, drying, salon safety, merchandising, hair cutting, colouring and application of chemical treatment. The Red Seal Program: The Read Seal Program in Canada is designed to create mobility to skilled workers across Canada. Within the Red Seal Program, there is National Occupational Analysis where a Hairstylist trade qualification is registered. This qualification focuses on understanding of hairstylists shampoo, cut, and style and chemically treat hair. Learners may also provide scalp treatments and hairpiece services. In some jurisdictions, hairstylists may also provide basic natural nail services, basic facial care and ear piercing services. Hairstylists may work in hair salons, spas, schools and hair replacement clinics, as well as in the fashion and entertainment industries. Conclusion: This qualification compares favourably with the scope and the content of both intenational qualifications cited above. All of these qualifications are structured to meet the requirements of listed trades. |
