Registered-data under construction

The qualification content is currently being updated for the qualifications with the status “Registered-data under construction” or showing “DETAILS UNDER CONSTRUCTION” to ensure compliance with SAQA’S Policy and Criteria for the registration of qualifications and part-qualifications on the National Qualifications Framework (NQF) (As amended, 2022). These qualifications are re-registered until 30 June 2027 and can legitimately be offered by the institutions to which they are registered.

 

In all of the tables in this document, both the pre-2009 NQF Level and the NQF Level is shown. In the text (purpose statements, qualification rules, etc), any references to NQF Levels are to the pre-2009 levels unless specifically stated otherwise.  

PURPOSE AND RATIONALE OF THE QUALIFICATION 
The qualifying learner will be able to conduct research to make a unique scientific contribution to practices in public sector institutions. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
At least 600 Credits on an Level 8 in Public Management or an equivalent qualification.

QUALIFICATION RULES 
The qualification will be awarded to a learner who has provided evidence to the satisfaction of the assessors that the stated competence of the qualification, as detailed in the specified outcomes, has been achieved, either through education and training in a single provider's learning programme, or through experience that complies with the stated specified outcomes. 

EXIT LEVEL OUTCOMES 
Conduct research and compile a comprehensive research report to contribute towards the development of new practices in public sector institutions and make a unique contribution to the field of Public Management.

Specified level:
  • Identify a problem and formulate problem statements to address a complex public sector issue.
  • Design a research plan.
  • Select and apply appropriate research methodology.
  • Analyse research data.
  • Provide comprehensive recommendations to solve complex public sector problems and make a unique contribution to the field of Public Management.

    Critical Level:
    The following critical cross-field outcomes have been covered by the specific outcomes:
  • Communicate effectively, using visual and/or language skills in the modes of oral and/or written persuasions.
  • Identify and solve problems in which responses display responsible conduct.
  • Work effectively with others in a team in collecting and processing data.
  • Organise and manage oneself and subordinates responsibly and effectively as a public official.
  • Collect and organise information.
  • Demonstrate and manage the dynamics between the micro- and intermediate environments as a set of related systems by recognising that basic problem-solving does not exist in isolation.

    ASSOCIATED ASSESSMENT CRITERIA 
  • Research problems are accurately identified, formulated and analysed.
  • The appropriate research methodology is selected and scientifically applied.
  • Research reports are scientific and comprehensive and clearly indicate appropriate recommendations.
  • The research contributes to the development of the public sector environment and the field of Public Management.

    Integrated Assessment:
    Continuous assessment of research work. Summative assessment at the completion of the dissertation.

    ARTICULATION OPTIONS 
    This qualification forms the basis for admission to the next academic level in Public Management. It also provides horizontal and vertical career mobility in the public sector.

    CRITERIA FOR THE REGISTRATION OF ASSESSORS 
    a) Experience:
    Related working experience in Public Management as a supervisor and/or related academic experience in Public Management with sufficient public sector exposure.

    b) Qualifications:
    At least a Doctor of Technology (D Tech) or equivalent.
