The qualification content is currently being updated for the qualifications with the status “Registered-data under construction” or showing “DETAILS UNDER CONSTRUCTION” to ensure compliance with SAQA’S Policy and Criteria for the registration of qualifications and part-qualifications on the National Qualifications Framework (NQF) (As amended, 2022). These qualifications are re-registered until 30 June 2027 and can legitimately be offered by the institutions to which they are registered.

 

In all of the tables in this document, both the pre-2009 NQF Level and the NQF Level is shown. In the text (purpose statements, qualification rules, etc), any references to NQF Levels are to the pre-2009 levels unless specifically stated otherwise.  

PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
This Diploma will be useful to people who operationalise some aspects of the core processes and practices at a basic level across the four role clusters in Human Resources Management and Practices:
1. Strategic planning for human resources management and practices.
2. Acquisition, development and utilisation of people.
3. Establishment and improvement of labour and employee relations.
4. Compensation and administration related to human resources management and practices.

Holders of the qualification will be able to operationalise some aspects of the core Human Resources Management processes at a basic level and integrate them into an organisation's business processes.

Holding the qualification will enable holders to enter learning programmes for a generalist Degree in Human Resources Management and Practices.

Holding this qualification could serve as a requirement for professional registration at associate level e.g South Africa Board for People Practices (SABPP) and Institute of People Management (IPM).

Rationale:
Organisations require a reliable indicator that a person is competent to operationalise some aspects of the core processes and practices at a basic level across the four role clusters identified in the field analysis:
  • Strategic planning for Human Resources Management and Practices.
  • Acquisition, development and utilisation of people.
  • Establishment and improvement of labour and employee relations.
  • Compensation and administration related to Human Resources Management and Practices.

    Holding the Diploma in Human Resources Management and Practices will serve as an indicator to organisations that a person is competent in this regard. Organisations also need the qualification as a benchmark to gauge the competence of people in the organisation against those of their local and international competitors. Learners need the qualification to increase their access to employment. It will enable holders to enter learning programmes for a Degree in Human Resources Management and Practices with a specialist focus in one or more of the four role clusters. Providers of education and training in the field need the qualification to facilitate portability of learner credits between provider institutions. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Recognition of Prior Learning (RPL):
    According to Mangosuthu University of Technology (MUT) Recognition of Prior Learning the Registrar is the custodian of the policy. The responsibility for soliciting applications lies with the office of the Registrar.

    The MUT commits itself to soliciting applications for admission and/or for exemption or credit towards a qualification or part thereof from persons who are informally, non-formally and formally qualified for such recognition. Such applicants may be admitted to Diploma, Degree and Postgraduate qualifications through one of the purposes of RPL namely, access, exemption, accreditation and advancement. Applicants applying for admission to Diploma qualifications will have the following previous learning that will determine the levels at which they may be admitted:
  • No Level 4 qualification with relevant informal or/and formal learning. The applicant may be admitted to pre-Diploma or Diploma qualifications without credits, depending on the type and the quality of their learning.
  • Level 4 qualification and/or relevant informal and non-formal learning. The applicant may be admitted to Diploma qualifications with or without exemptions from subjects, depending of the type and quality of their previous learning. Exemptions awarded should not exceed 50% of the subjects and should not include final subjects of that qualification. Examples of these applicants are N4, National Certificate Vocational (NCV) and RPL applicants without formal qualifications.
  • Level 4 qualification and relevant formal qualification or credits towards a qualification. The applicant may be credited or exempted from subjects which should not exceed 50% of the curriculum and should not include final subjects of that qualification. These are N5, N6 and applicants who transfer from other institutions of higher learning.
  • In assessing the candidate's portfolio, MUT Assessment Policy and Moderation Procedures will apply.
  • The costs of performing such work will be recovered by levying an appropriate fee from the candidate. The outcome of the assessment of prior learning may be.
  • Full admission: access granted to a Diploma, Degree and Postgraduate qualification.
  • Conditional admission: admission to a Diploma, Degree and Postgraduate qualification with certain conditions such as a bridging programme/one year probation period, pre-requisites/co-requisites.
  • Partial admission: admission with credits or exemptions towards a qualification; or RPL denied.
  • No distinction must be made between credits and qualifications obtained through RPL and those of obtained via conventional means. The University will award exemption certificate to Advanced Standing candidates with informal and non- formal previous learning, on admission.

  • ASSOCIATED ASSESSMENT CRITERIA 
    Associated Assessment Criteria for Exit Level Outcomes:
  • Contribute are made in accordance with organisational policies and procedures, clients requirements and legal requirements.
  • Legislation and organisational policies and procedures relevant to the core processes are correctly identified and appropriately applied to a given situation.
  • Best practices relevant to operational responsibilities are correctly identified.
  • Contributions to the monitoring of health and safety are appropriate to own responsibilities in the organisation and in accordance with legislative and organisational requirements.
  • Strengths and areas for improvement in own learning are correctly identified and adequately evaluated.
  • Strengths and areas for improvement in organisational Human Resources Management and Practices are correctly evaluated.

    Integrated Assessment:
    Formative Assessment - 3 assessments constitute a year mark. 2 tests will be written and each test will have a weighting of 35%. The third assessment will be a group project with a weighting of 30%. The aggregate mark of all the group assessment tasks performed throughout the year will constitute the group project mark. Lecturers are encouraged to use a variety of assessment instruments throughout the year such as assignments, projects, portfolios, case studies in order to cater for different learning abilities of students. The formative assessment mark will contribute 60% towards the final examination mark.

    Summative Assessment - a comprehensive individual project will be submitted at the end of the academic year. The project will incorporate all the principles learned in the course. The summative assessment will contribute 40% towards the final examination mark. 

  • INTERNATIONAL COMPARABILITY 
    Similar qualification is being offered in other international countries like New Zealand, Scotland, America and Australia. This qualification and its modules have been compared with similar qualifications in other universities nationally and internationally. 

    ARTICULATION OPTIONS 
    The holder of Human Resource Management Diploma may venture into many areas under Humanities and Economics. Currently the Mangosuthu University of Technology (MUT) is offering Advanced Diploma in Human Resources and the Postgraduate Diploma in Human Resource Management will be offered in the year future. Besides that students may choose to further their studies in areas like a Degree in Industrial Psychology, Certificate in Health and Safety and other interesting fields of studies.
